MPs, experts and scholars of the sector, representatives of business and largest state customers participated at the event.

It said that the Government of Uzbekistan pays great attention to improvement of public procurement. The President of Uzbekistan signed a resolution “On optimization of the public procurement and attracting small businesses to them”. In order to improve transparency of public procurement, electronic auction trades were introduced in Uzbekistan in early 2011 and all public procurement announcements should be published in special portal.

Attention to public procurement is connected with its importance for social-economic development of the country. First, the public procurement will provide state sector with goods, services and works for its functioning. Second, public procurement, which make large share of budget, ensures its balance. So, it is important to ensure its high efficiency. Third, public procurement is important tool to implement priority economic policy. Public procurement can stimulate development of small business and innovative industry.

During the railway, participants considered current legislation in public procurement. It was noted that public procurement is regulated by by-laws and they make it difficult to regulate the sector. It was offered to create a law on public procurement, which will improve regulation and reflect all peculiarities of public procurement process.
