Legislative Chamber Approves “Urban Renovation” Law

Tashkent, Uzbekistan (UzDaily.com) — In its second reading, the Legislative Chamber of the Oliy Majlis has considered and approved the draft law “On Urban Renovation.”

The law sets out the main goals and principles of urban renovation, defines mandatory conditions for its implementation, stages of execution, procedures for developing and introducing relevant projects, and the fundamentals of state governance in this area.

The draft law establishes the principle of voluntary participation in renovation, requiring a notarized agreement with all property owners before any project begins.

It strictly guarantees the inviolability of private property and its protection by the state, ensuring all necessary conditions for its preservation and prohibiting violations of owners’ rights by state bodies, officials, or employees. No participant in the urban renovation process may be deprived of housing without a court decision and in violation of existing legislation.

All disputes between property owners and state authorities regarding private property or land tenure will be interpreted in favor of the owners.

The draft law also provides for broad public discussion, including local authorities, the Jokargy Kenes of the Republic of Karakalpakstan, and the Councils of People’s Deputies of regions and Tashkent city.

Electronic platforms such as “Urban Renovation,” official media websites, and other channels will be used to gather public opinion.

The provisions of the law aim to ensure rational land use, provide citizens with modern, safe, and energy-efficient housing, develop engineering, utility, and social infrastructure, renew the architectural appearance of regions, and increase their investment appeal.

The law has been adopted by the deputies and submitted for consideration to the Senate.
