Legislative Chamber approves Concept for ensuring freedom of conscience
Tashkent, Uzbekistan (UzDaily.com) — The Legislative Chamber of Uzbekistan’s Oliy Majlis has approved a law affirming the Concept for Ensuring Freedom of Conscience and State Policy in the Religious Sphere.
The document, initiated by a group of deputies, has now been submitted to the Senate for review, according to the parliament’s press service.
Initially adopted in the first reading on 31 January, the draft law was subsequently opened for public discussion, which lasted until 10 February.
The primary objective of the concept is to foster a stable environment for the harmonious development of Uzbekistan’s multi-faith and multi-ethnic society, based on the principles of democracy, secularism, freedom, equality, social justice, and unity.
During the public consultation period, over 480 comments were received. On 6 February, a meeting was held in the Legislative Chamber with representatives of 16 officially registered religious denominations in Uzbekistan, where key provisions of the concept were discussed.
According to the press service, representatives of all religious communities expressed their support for the document, emphasizing that its adoption would contribute to strengthening interfaith harmony, stability, and peace in the country.
"An analysis of the submitted comments and recommendations indicates that the majority of citizens view the concept positively," the parliament noted. Following the review of public feedback, deputies introduced amendments to more than 10 provisions of the document.
The revisions focus on promoting interfaith dialogue, strengthening solidarity among religious communities, and supporting academic research on Uzbekistan’s religious culture and the legacy of its prominent thinkers. Special attention has also been given to expanding educational opportunities for women and their active participation in scientific, social, economic, and political spheres.
The document has been forwarded to the Senate and will take effect upon signing by the President.
