Large-scale landscaping work is planned in Uzbekistan

Tashkent, Uzbekistan (UzDaily.com) -- Presidential Decree “On measures to ensure environmental sustainability by further increasing the level of greening in the republic and the consistent implementation of the nationwide project “Yashil Makon” was adopted,” Norma reports.

The document establishes that:

at least 50% of the funds allocated annually from the State Budget are allocated to finance the “My Garden” projects for the creation of “green gardens” and “green public parks” based on public opinion through the “Open Budget” information portal. 

Wherein:

- based on the initiatives of the population, the creation of “green gardens” and “green public parks” is initiated at a cost not exceeding 250 million soums, with the presentation of the location and pictures of the areas;

- the processes of formation and voting on “My Garden” projects are carried out annually in January-February;

funds allocated annually from the State Budget are directed through the Investment Program for Targeted Greening of the Country to create arboretums, dendrological and botanical gardens in each region, “green belts” around cities and regions, large gardens with an area of at least 5 hectares, “green shields” to reduce the impact transboundary hot winds and dust-sand storms;

financing is permitted through the issuance of sovereign green bonds and sustainable development bonds, as well as the establishment of a carbon trading system.

To grow seedlings based on home-based farming on 1.5 thousand hectares of forest fund in 2024:

up to 5 hectares of land are assigned to each person based on the current state (category) of the existing forest fund lands on the basis of an agreement;

Initial targeted funds for growing seedlings based on homework are allocated from the Ecological Fund.

It is also planned to introduce, as an experiment, tree passports in the capital through their digitalization as part of the nationwide project “Yashil Makon”. In this case, tree certification is carried out in three stages:

Stage I (until 1 March 2024) – a complete inventory of existing trees is carried out using aerospace images and software (with the exception of trees on the territory of individual housing);

Stage II (until 1 November 2024) – a database is formed that displays the type, age, height, condition and coordinates of the location of trees identified as a result of the inventory;

Stage III (until 31 December 2024) – on the electronic platform “Yashil Makon”, based on the database, a passport for each tree is generated and an ID number is assigned.

From 1 March 2024:

new buildings and structures under construction with a height of more than 12 meters from the ground surface and (or) a total area of more than 500 square meters. m are not accepted by the state acceptance commission if at least 25% of the lands and adjacent territories are not allocated for landscaping areas and landscaping activities are not carried out on them;

in the conclusion of the state environmental examination, issued according to the design documentation of industrial enterprises classified as environmental impact categories I and II, a mandatory requirement is introduced to create “green belts” on their own and adjacent territories and carry out landscaping activities;

financing of activities for planting seedlings, caring for them and watering are provided for in the annual cost estimates of ministries, departments and business associations, as well as in the annual business plans of industrial enterprises classified as environmental impact categories I and II, as well as those located in the SEZ.

The document also approved:

Program and forecast indicators for the creation of “green belts” around Tashkent in 2024–2026;

Program of measures to create “green belts” in and around the cities of the republic in 2024–2030.
