Key issues of the lawmaking process and legislative technique for MPs
Tashkent, Uzbekistan (UzDaily.com) -- UNDP “Parliamentary Development Assistance” project jointly with the Legislative Chamber of Oliy Majlis of the Republic of Uzbekistan conducted two-days training for the Members of Parliament (MPs) on “Lawmaking process and legislative technique for MPs” on 6 and 8 April 2011.

The current training has been organized based on a big interest among the MPs in previous similar training.[1]

More than 50 MPs participated in the training, even though more people wished take part in the current training.

The training subjects were developed based on the “Concept of further strengthening the democratic reforms and civil society” proposed by head of state, which are aimed at further strengthening and improvement of the parliament Chambers, including in lawmaking process.

The lawmaking is a difficult process, and needs legal knowledge and skills from the MPs. The present Legislative Chamber has only 25% of MPs with legal background, which compels raising the level of MP's legal skills on continuing basis. As consequences, the quality of laws and other legal acts adopted by parliamentarians will be improved.

The main purpose of the event is to raise legislative skills of MPs and to make familiar with national and foreign practices. This training is useful, especially for the newly elected MPs of the Legislative Chamber.

The focus of the training has been on practical features of the elaboration of draft bills and other procedural issues of lawmaking process.

Training has been based on advanced interactive methods of practical assignments with situational cross-discussions, small group discussion, as well as presentations.

The achievement and long-standing influence of training is embodied in participants` interest in organizing similar events that improve professional legal skills of MPs on continuing basis.
