Introduction of customs duties and certification for imported electric vehicle proposed in Uzbekistan

Tashkent, Uzbekistan (UzDaily.com) – Introduction of customs duties and certification for the imported electric vehicles was proposed in Uzbekistan. This proposal was made by Daniyar Davletiyarov, the general director of the ADM Jizzakh car plant, during a roundtable with entrepreneurs in the electrical engineering and automotive industries.

Davletiyarov stated that the market is oversaturated and overheated. He believes it is necessary to regulate the import of finished vehicles brought in by individuals. 

He noted that the requirements for manufacturers and importers of cars are completely different. Manufacturers must comply with more than 60 technical requirements, whereas imported vehicles do not meet local standards and go through a simplified certification procedure.

The ADM Jizzakh general director proposed reinstating the procedure for importing vehicles through official dealers. He pointed out that duties must be paid on imported components and goods, while suppliers of electric cars do not pay similar duties.

Davletiyarov mentioned that there is no economic feasibility to produce a pure electric vehicle in Uzbekistan since there are no duties. Production will be more expensive due to the import duties on parts and components.

He suggested formalizing the electric vehicle import market and introducing duties and new certification requirements for new imported electric cars, which mainly come from China and do not meet local requirements.

According to ADM Jizzakh, over 50,000 electric vehicles were imported into Uzbekistan in 2023, with other sources citing 80,000 cars.

ADM Jizzakh is located in the Jizzakh free economic zone and was founded in 2021. Over the past three years, 36,000 vehicles of 23 models have been produced under the Kia, Chery, and Haval brands. 

The project has invested US$234 million and created 1,800 jobs. 

The company plans to increase ADM Jizzakh’s market share in Uzbekistan to 25%. In 2023, the company’s market share was 5.5%.

Currently, the plant produces vehicles under the Haval, Chery, and Kia brands, with 18 models including two types of commercial vehicles. 

In the future, the company plans to establish the production of national vehicles. By 2027, ADM Jizzakh plans to start producing hybrid and electric vehicles, investing $550 million in production.
