Inflation hits 7.4% in Uzbekistan – State Agency

Tashkent, Uzbekistan (UzDaily.com) -- In November 2023, the consolidated CPI for the month in Uzbekistan was was 101.1%, by December 2022 – 107.4%, the Statistics Agency of Uzbekistan said.

In annual terms (as of November of the previous year), the consolidated CPI was fixed at 108.8%.

The average monthly increase in the CPI for January-November 2023 reached 0.7%. This is 0.2 points less than in the same period last year, and 0.1 points lower than in January-November 2021.

In November 2023, the CPI for goods for the month was 101,0%. Since the beginning of this year, this figure has reached 107.5%. In annual terms, the CPI for goods was at 108.9%.

The short-term CPI for services in November 2023 was 101.5%. By December 2022 it reached 107.1%, by November 2022 – 108.3%.

The short-term CPI for food products in November of this year amounted to 101.3%, non-food products – 100.7%, paid services – 101.5%. By December last year, the CPI for food products was fixed at 108.3%, non-food products – 106.6%, paid services – 107.1%. The CPI in annual terms for food and non-food products was at the level of 110,1% and 107,5%. for services it reached 108.3%.

Without taking into account changes in prices for fruits and vegetables, the short-term consolidated CPI for November 2023 amounted to 100.8% (versus 101.1% taking into account these changes). By the level of December 2022, this indicator was fixed at 107.3%, in November 2022 – 108.3%.

The contribution of price changes for food products to the growth of the short-term consolidated CPI for November 2023 accounted for 46.9%, non-food products – 21.2%, services – 31.9% of the total contribution of observed goods and services.

According to calculations, food products accounted for about 47.1% of the total contribution of the three main groups to the growth of the consolidated CPI by December 2022 (versus 53.2% year earlier). The contribution of price changes for services still remains the smallest among the three main groups - its share was 22.1%.

The increase in the consolidated CPI in annual terms by 48.9% is associated with rising prices for food products (versus 51.4% a month earlier).

In November 2023, the range of short-term CPI by section ranged from 100.2% (Section X. “Educational Services”) to 102.6% (Sections VII. “Transport” and XI. “Restaurants and Hotel Services”).

With the exception of sections IV. “Housing services, water, electricity, gas and other fuels” and VII “Transport”, the CPI in all sections for January-November 2023 was lower than the same indicator last year. By December of the previous year, the CPI below the 100.0% mark was recorded in Section VIII “Information and Communication”.

The lowest annual CPI in November 2023 was recorded for goods and services in the field of information and communications (99.4%), the highest – for the services of restaurants and hotels (122.6%).

The range of fluctuations in the short-term CPI for November 2023 by groups of Section I “Food and NonAlcoholic Drinks” ranged from 99.4% to 109.1%.

Short-term CPI below 100.0% for the month was recorded in the groups “Grains and cereal products” (99.8%), “Oils and fats” (99.4%).

In November of this year, a traditional increase in prices for the autumn-winter period was recorded in the “Fruits and Nuts” group. Thus, the short-term CPI for November 2023 in this group reached 109.1% (a month earlier – 106.5%).

A similar situation was observed for dairy products and eggs, where the CPI for the month was 101.2%. The CPI in other groups of the section for the month was lower and did not exceed 101.1%.

The average price level for oil, fat and vegetable products in November of this year still remained lower than at the end of 2022. The CPI for the group “Oils and fats” for November 2023 was 91%, for the group “Vegetables, tubers, fruits and legumes” it reached 91.9%.

Significantly lower than in January-November 2022 was the CPI value for grain crops and cereal products (109,5% versus 130,0%), as well as for sugar, confectionery and desserts (108.8% versus 124.3%). Along with this, the January-November 2023 CPI value for fruits and nuts was higher than in previous years.

The CPI in annual terms for November-November 2023 was significantly lower than the same indicator in November 2022 in the groups “Grains and cereal products” (110.7% versus 131.8%), versus (90.6% versus 111.9%), “Vegetables, tubers and legumes” (98.9% versus 113.3%) and “Sugar, confectionery and desserts (109.1% versus 126.3%).

Among the groups of Section I, the average price level in the groups “Oils and fats” and “Vegetables, tubers, fruits and legumes” remained lower than in November last year.

In November of this year, there was a decrease in prices for such types of fruits and vegetables as carrots, cabbage, lemons, onions, and potatoes. Along with this, prices for fruits and vegetables such as cucumbers, tomatoes, pomegranates, etc. have risen significantly.

Eggplants and bell peppers hold the lead in price reduction both since the beginning of this year and in relation to November last year. Pomegranate, on the contrary, has increased in price more significantly than others both since the beginning of this year and to the level of November 2022.

The limiting factor for the short-term CPI in November of this year was the decline in prices for vegetables, tubers and legumes, oils and fats (total contribution -0.02 p.p.), and the most significant inflationary contribution was recorded from the seasonal increase in prices for fruits and nuts (+0.33 p.p.). The main downward impact on the CPI for January-November 2023 was the decrease in prices in the groups of vegetables, tubers and legumes, as well as oils and fats (-0.61 p.p.). Among the groups with the greatest influence on growth were fruits and nuts, meat products, grain crops and cereal products (+2.77 p.p.). The most significant contribution to the increase in the annual consolidated CPI for November 2023 was made by changes in prices for fruits and nuts, grain crops and cereal products, meat products (+2.98 p.p.), and a decrease in prices for oils and fats (-0.27 p.p.).

In November of this year, fluctuations in the short-term CPI in section II. “Alcoholic beverages, tobacco products” ranged from 100.4% (cognac) to 101.5% (other tobacco products). The CPI by December 2022 for alcohol and tobacco products ranged from 107.4% (wine) to 111.4% (cigarettes).

The range of short-term CPI in November of this year in section III. “Clothing and footwear” ranged from 99.8% (children’s sneakers) to 102.9% (dry cleaning). Price fluctuations are caused by a number of factors, including changes in seasonal demand for certain types of clothing and footwear, as well as an increase in the consumption of certain types of services (for example, dry cleaning services, etc.).

In November of this year, a decision of local authorities approved an increase in tariffs for cold water supply and sewerage services in Samarkand, Fergana and Khorezm regions. Taking into account the share of these regions in the structure of total consumer expenditures of the population, the CPI for cold water supply and sewerage on average in the republic for the month amounted to 112.1%. The introduction of differentiated tariffs for electricity supply services affected the value of the CPI for this type of service. Against the background of stability of tariffs for subscribers with consumption up to 1000 kW, increased rates have been introduced for subscribers with higher consumption. The calculation took into account the share of subscribers in each consumption category, and therefore the CPI for electricity averaged 102.2%.

The short-term CPI in November of this year in section V. “Household items, appliances and routine home maintenance” ranged from 99.7% (screwdrivers, pliers and similar tools) to 102.0% (laundry and carpet cleaning services and carpet products).

Range of fluctuations in the short-term CPI for goods included in section VI. “Healthcare” in November of this year ranged from 99.9% (medical laboratory services) to 101.7% (syringes).

In November 2023, a decrease in prices for certain types of information and communication equipment was noted. Thus, the monthly CPI for laptops, computers, tablets, and televisions was in the range of 98.3-99.3%. Mobile communication services, on the contrary, became more expensive on average by 3,0%, wired and mobile Internet – by 2.3-2.4%.

In November 2023, the range of fluctuations in the short-term CPI for Title IX goods and services was 98.4% (A4 paper) – 108.3% (services provided by concert halls).

The average level of prices in the educational services market in non-state universities in the country has decreased due to a decrease in the size of the contract tuition fee at the Samarkand branch of the Tashkent Kimyo International University. Educational courses, on the contrary, have become more expensive. The short-term CPI for November 2023 for this type of service reached 101.2%.

In November of this year, ready-made food in cafes increased in price in almost all regions of the country in the range of 1.3-6.3%, in canteens - in the range of 1.2-5.9%, fast food establishments - in the range 0,6-4.6%. The cost of services of recreation centers has increased since November of this year in the Andijan and Khorezm regions, hotels - in the Samarkand region.

Among financial services, price changes in November of this year were noted for the services of banking institutions, as well as for the transfer of funds through banks, which is due to both a direct increase in the cost of services in individual banks in national currency, and the impact of changes in the US dollar exchange rate on the amount of fees for those services that are established in foreign currency.

In November of this year, the value of short-term CPI for goods included in the group “Other appliances, products and personal goods” ranged from 100.2% (toilet soap) to 101.7% (razors, shaving blades). The short-term CPI for hairdressing salon services in November 2023 was 101.2%, personal service establishments – 102.8%

The most significant contribution to the increase in the short-term composite indicator in November 2023 was made by price changes for food and non-alcoholic drinks, which accounted for over 42% of the total impact. A significant contribution to the increase in the consolidated CPI for November 2023 was also made by changes in prices in the “Transport” section (0,21 p.p.).

More than 41% of the increase in the consolidated CPI by December 2022 is provided by price changes for food and non-alcoholic drinks. Their contribution reached 3.10 p.p. with an overall increase of 7.43 p.p. A significant contribution was also made by price changes in the “Transport” and “Healthcare” sections. In total, they ensured an increase in the consolidated CPI by December 2022 by 1.69 p.p., or 22.7% of the total contribution. The restraining factor was the decline in prices in the “Information and Communication” section, as a result of which the consolidated CPI decreased by 0.03 p.p.

About 43,6% of the total increase in the consolidated CPI by November 2022 is due to price changes for food and non-alcoholic drinks. Their contribution amounted to 3.82 p.p. The contribution of rising prices in the transport sector accounted for – 14.9%, healthcare – 8% of the total impact. As in the case of the CPI for January-November of the current year, the downward factor for the annual CPI was the decrease in prices for communication services, which was reflected in a decrease in the indicator by 0.02 p.p.
