Implementation of law “On pledge registrar” discussed in Tashkent
Tashkent, Uzbekistan (UzDaily.com) -- Central Bank of Uzbekistan organized a seminar dedicated to implementation of the law “On pledge registrar”, which was held at Uzbekistan Banking Association on 22 July.

The government of Uzbekistan issued a resolution “On measures on implementation of the law “On pledge registrar” on 12 June 2014 to ensure implementation of the law “On pledge registrar”.

In line with the resolution, unitary enterprise “Pledge Registrar” was created under the Central Bank of Uzbekistan. The resolution approved a regulation on order of conducting pledge registrar, terms of collection data, introducing changes to the registrar, search of information, etc.

The pledge registrar is a single information base, which collects pledge information and provides access to it to people, who have right to receive such information.

The registrar is accessible at the website garov.uz. The users can apply to open personal cabinet at the website. The legal entities and individuals, who can be creditor or debtor, investigation bodies, tax bodies and customs services can be the users of the website.

After accepting public offer and filling all necessary forms, the users sign agreement on introduction of records to pledge registrar. All persons can search data at the pledge registrar, but only registered users can use other services such as issuing excerpt from the pledged registrar.

The service on introduction of records to registrar or issuing of excerpt from the pledge is a paid service. The individuals can pay for services with help of the banking cards.

The law “On pledge registrar” helps to further develop financial services market and improve competition among the players, as well as creates necessary market infrastructure. The law also will help to cut debts, including to the budget.
