How energy efficiency issues will be regulated

Tashkent, Uzbekistan (UzDaily.com) – On 7August 2024, President of Uzbekistan signed Law “On Energy Efficiency, Rational Use, and Conservation of Energy,” according to Norma.

The law outlines the fundamental principles of energy conservation, standards for increasing energy efficiency, state regulation, and directions for state policy in this area. 

The document grants authority to the Cabinet of Ministers to implement a unified state policy on energy conservation. The Ministry of Energy is designated as the authorized state body responsible for developing, implementing, and overseeing state programs, maintaining the state information system, and achieving targets related to energy conservation, rational use, and increased energy efficiency.

The law also specifies the powers of the Inspection for Monitoring the Use of Electricity, Petroleum Products, and Gas, as well as local government bodies concerning energy conservation.

It addresses the role of energy service companies and the characteristics of energy service contracts. Definitions are provided for energy management, energy audits, energy expertise, and energy passports.

Additionally, the law defines mechanisms for energy conservation, sources, and uses of funds from the Intersectoral Energy Conservation Fund.

Key areas for energy conservation, rational use, and improving energy efficiency across economic sectors and social facilities include:

- Implementation of monitoring systems and regular energy audits;

- Strict adherence to established norms for fuel and energy resource consumption;

- Application of international standards for energy conservation, rational use, and increased energy efficiency;

- Implementation of automated systems for regulating energy use in heating, cooling, lighting, and water supply for all types of buildings.

The law also stipulates penalties for violations related to the use of petroleum products, gas, electricity, and thermal energy. 


The document is published in the National Legislation Database and will come into force on 9 November 2024.
