Financial sanctions for tax offenses are applied exclusively in court

Tashkent, Uzbekistan (UzDaily.com) - According to the Resolution on measures for the high-quality and timely implementation of the Strategy till 2030, from 1 October 2023, the practice of applying financial sanctions to business entities for tax offenses in the amount of over 10 million soums exclusively in court in cases where a business entity disputes the fact of an offense.

From 1 January 2024, the following procedures will be introduced:

- providing subsidies to agricultural producers in the amount of 50 percent of the insurance premium for crop insurance;

- the procedure for paying 1 percent of the amount accrued for property tax and land tax for research and development centers, as well as calculating the social tax rate of 1 percent to their employees - for a period of 3 years starting from the date of creation of these centers;

- the procedure for financing at least 5 percent of the cost of investment projects annually implemented by organizations with a state share of more than 50 percent, by issuing bonds.

From 1 January 2024, the system of refunding VAT to individuals and legal entities in full is expanded due to:

- foreign tourists - for products purchased on the territory of Uzbekistan and issued under the “Tax free” system at international airports of Uzbekistan;

- tour operators – for export services under contracts with foreign counterparties.

From 1 November 2023:

- a mechanism is being introduced to suspend financing, lending and other financial transactions for facilities for which a positive environmental impact assessment has not been received;

- persons who have committed an environmental offense are obliged to restore and ensure the protection for a certain period of natural objects that have been damaged, along with compensation for losses.

From 1 January 2024:

- the practice of conducting a long-term forecast of the republic’s water balance and adopting water resource saving programs is being introduced;

- loans will be provided for the introduction of water-saving technologies at a rate of 10 percent (by subsidizing interest rates) to agricultural producers in the Republic of Karakalpakstan and the Khorezm region.
