Export restrictions to be lifted for all goods except 86 categories starting from 1 July

Tashkent, Uzbekistan (UzDaily.com) — On 18 April, President of Uzbekistan Shavkat Mirziyoyev outlined key measures to ensure equal conditions for businesses, simplify export procedures, and address price imbalances between domestic and imported goods.

The President highlighted that artificially low-priced imports are often brought into the country, putting local producers at a disadvantage. As an example, he cited the situation in the home appliance sector: a refrigerator manufactured in Uzbekistan, with a production cost of US$220, sells for US$250 and is subject to US$30 in VAT. Meanwhile, an imported equivalent is declared at just US$25, with a tax of US$3. As a result, the tax burden on domestic producers is ten times higher than that on importers.

In light of this, the President ordered that the customs valuation process for imported goods be aligned with international standards.

He also addressed ongoing issues with digital product labeling. Despite its implementation for beverages, home appliances, pharmaceuticals, alcohol, and tobacco, unlabelled products still appear on the market. Violations stem partly from the fact that not all retail outlets comply with regulations, disrupting the traceability chain. The Tax and Customs Committees have been instructed to develop measures to reduce the negative impact of labeling on production volumes and to strengthen enforcement.

Export-related issues were given particular attention during the meeting. The President stated that existing restrictions on the export of certain products hinder the growth of export potential. Therefore, starting July 1, 2025, all export restrictions will be lifted, except for 86 product categories — including raw materials and socially significant goods — which will remain subject to export duties.

“It is important to clearly understand: if entrepreneurs gain access to high-value markets, they will be motivated to produce more, improve quality, grow, and earn,” emphasized Shavkat Mirziyoyev.
