Elevator safety control to be strengthened in Uzbekistan

Tashkent, Uzbekistan (UzDaily.com) -- From December 2023, Uzbekistan plans to ban the import of elevators without a certificate of conformity, connect elevators to the dispatch service, and install a system for automatically lowering the elevator to the first floor in case of emergency.

A draft government resolution "On additional measures to ensure public safety when using industrial electrical products and strengthening quality control over it" has been developed, which establishes new requirements for the import and operation of elevator equipment.

In accordance with the document, from 1 December, it is planned to prohibit the import of imported elevators, escalators, travelators, industrial air cooling systems and industrial heating boilers under the customs regime of "free circulation" without a certificate of conformity.

At the same time, elevators in apartment buildings, as well as in all facilities where elevators are supposed to be installed, must be connected to the dispatch service before they are put into operation.

From 1 January 2024, when designing construction (reconstruction) facilities financed from the state budget, the need to use elevators, escalators, travelators, industrial air cooling systems and industrial heating boilers produced in the republic is established as a priority.

The Mining, Geology and Industrial Safety Inspectorate and the Technical Regulation Agency will supervise the testing of imported elevators, escalators, moving walkways, industrial air conditioning systems and industrial heating boilers in laboratories in accordance with the requirements of regulatory documents and the issuance of a certificate of conformity.

At the same time, until 1 January 2024, it was instructed to organize work to provide dispatching services to monitor the operation of elevators in apartment buildings and ensure their uninterrupted operation in all regions of the republic.

Along with this, by 1 January 2024, an electronic program for monitoring the technical condition of elevator equipment, operational accounting of accidents and a log book for operating elevators in apartment buildings will be introduced.

The document also introduces a number of changes to the general technical regulation on the safety of elevators. In accordance with the changes, each elevator must be equipped with the following devices:

- a video camera for continuous video monitoring of the cabin of elevator equipment, remote control of elevator equipment (in emergency situations);

- a system of automatic descent of the elevator to the first floor of the building and opening doors in emergency cases, including during a power outage;

- a device for communication with the dispatching service.
