Draft law “On electronic government” published for discussion
Tashkent, Uzbekistan (UzDaily.com) -- The State committee on communication, information and telecommunication technologies published a draft project “On electronic government” on its website.

According to the committee, the draft law was developed in line with the complex programme on developing national information-communication system of Uzbekistan for 2013-2020.

The working group was created, which included specialists in information technologies sector. The group studied experience of foreign countries on legal regulation in the sphere of electronic government, including South Korea, Russia, Belarus, Bulgaria and the United States.

The draft law was developed is directed at regulating activities on creation and operation of the electronic government to ensure effectiveness and openness of the state bodies.

The committee said that the forum thread has been created at uforum, where all interested can familiarize with the draft law and leave their comments.

The draft consists of nine chapters and 40 articles. The document said that all legal entities and individuals can receive the public services without limit. It added that the state bodies should ensure execution of set measures on ensuring security and prevent illegal access to administrative information, including personal data.

The draft law said that the state bodies should ensure that personal data of users are kept secure and not transferred to third parties, as well as not published openly.

The document said that information structure of the electronic government includes single portal of interactive state services, information systems of inter-departmental integration platforms of e-government, central data base and single protected telecommunication network.

The Center for developing electronic government and the state bodies develop the infrastructure of the e-government due to budget resources, own financial resources and other sources in line with the legislation.

Uzbektelecom joint stock company will provide single protected network of telecommunication, the draft law said.

The document set functions of the state structures, responsibilities of the officials of the state bodies, requirements to state services, rights of citizens at interaction of e-government, etc.
