Draft law “On bodies of interior affairs” developed in Uzbekistan
Tashkent, Uzbekistan (UzDaily.com) -- Department on protection of human rights and legal provision of the Ministry of Interior Affairs of Uzbekistan held a roundtable “Improvement of legal base of activities of interior affairs bodies: problems and practices”, dedicated to discussion of law “On bodies of interior affairs”.

The draft law was developed by special expert group on Commission on preparation of normative-legal acts in improvement of judicial-legal system, which was created with order of the President from 14 January 2011. The document was developed with participation of interested ministries and departments, and submitted to the Cabinet of Ministers.

Currently, activities of interior affairs bodies are regulated by-laws, which does not fully meets current requirements, the roundtable participants said.

In particular, the laws set orders and conditions on use of force, weapons and special tools, which are connected with rights and freedoms of people and can lead to violations and abuses.

The law “On bodies of interior affairs” envisages to unify all acts, which were earlier signed by the President and Cabinet of Ministers, as well as regulating activities of interior bodies.

Experience of foreign countries was studied at development of draft law. The document includes rights and duties of law enforcement body, legal principles of their activities, social protection and personal security, financial and material-technical provision.

The roundtable participants considered experience of foreign states, shared their views and recommendations on further improving the draft law. The recommendations and proposals will be considered in final draft law.
