Deadline for applications for Tashkent–Andijan highway tender extended to 21 May

Tashkent, Uzbekistan (UzDaily.com) — The deadline for submitting applications for the tender to build the Tashkent–Andijan toll highway has been extended by one month, the Ministry of Transport of Uzbekistan announced.

The tender is being conducted by the Ministry of Economy and Finance in cooperation with the Committee for Highways, with support from the consortium of PwC, Arup and Partners, and CMS Cameron McKenna. The Request for Qualification (RFQ) process began in January this year.

The new deadline for submitting RFQ applications is 21 May. Clarification requests may be submitted until 5 May inclusive.

The tender will be held in two stages. In the first stage, applicants submit RFQ documents for preliminary qualification. Companies that qualify will be invited to submit technical and financial proposals in the second stage.

The tender winner is expected to be announced by April 2026.

The high-speed toll highway project between Tashkent and Andijan has been under discussion since 2019. A key component of the route will be a new tunnel through the Kamchik Pass. The road will be constructed in three phases over six years: Tashkent–Angren (78 km), Angren–Pap (93 km), and Pap–Andijan (143 km).

The toll for using the new highway was previously estimated by the PPP Development Agency to range between US$5 and US$6. Deputy Minister of Transport Jasurbek Choriev, speaking at the Tashkent International Investment Forum in 2024, stated that the project’s initial cost was US$4.65 billion, but the latest estimate, presented in October, revised it down to US$4.28 billion.
