The session is to be attended by the Ministers for Emergencies of the CSTO member-countries: Armenia, Belarus, Kazakhstan, Kyrgyzstan, Tajikistan, and Uzbekistan. Minister for Emergencies Sergei Shoigu will represent Russia, an official in the Ministry’s information department has told Itar-Tass.
The Ministry official pointed out, "This is the first CCE meeting in such a format. Participants in the session are to discuss the main aspects of activities to form a system for the CSTO collective reactions to emergencies of both natural and technogenic character".
A decision to set up a CCE was taken at a session of the CSTO Collective Security Council in Dushanbe in October 2007. The main tasks of the CCE are to coordinate interaction among the ministries and departments of the CSTO countries in matters aimed at preventing and eliminating the aftermath of emergencies.
It is planned that prior to the Moscow session of the CCE, Sergei Shoigu is to hold a series of bilateral meetings with his counterparts.
