Courses on silkworm breeding and processing skills to open in Uzbekistan

Tashkent, Uzbekistan (UzDaily.com) -- Presidential Decree “On additional measures to accelerate the implementation of market mechanisms in the field of silkworm cultivation and sericulture” was adopted.

The decree identified priority areas for raising the sphere of silkworm cultivation and sericulture to a new stage:

creating conditions for the development of market relations and fair competition in the field of silkworm cultivation and sericulture, establishing a system of equal opportunities and benefits for all participants in the production chain;

attracting farmers, individual entrepreneurs and self-employed people to the cultivation of silkworms by organizing an open market for cocoons in the republic and selling cocoons at market prices;

stimulating the creation of domestic breeds of silkworms, guaranteed provision of cocoon producers with high-quality silkworms, as well as increasing the responsibility of producers and suppliers of silkworms;

creating favorable conditions for the production of high-quality silk, increasing the level of its processing and production of finished products with added value;

widespread introduction of research and development developments in the processes of raising silkworms and processing silk, etc.
 
To gradually increase seasonal employment in the sericulture sector to 2 million people by 2027:

The Committee on Family and Women and the Ministry of Employment and Poverty Reduction, together with the Council of Ministers of Karakalpakstan and regional khokimiyats, submit quarterly lists of the unemployed and unemployed population, including women, to the Committee for the Development of Sericulture and the Wool Industry;

Based on the specified list, the committee, together with sericulture clusters, organizes courses on training in agricultural technology for raising silkworms and skills in its processing;

employment of persons who successfully complete these courses is provided as a priority through the creation of new mulberry plantations on 105 thousand hectares of land and planting new mulberry seedlings along the edges of the fields.

Starting from the 2024 silkworm growing season, subsidies from the republican budget will not be allocated to enterprises for the processing of silkworm cocoons and production of silkworm eggs in the amount of 120 thousand soums for each box of silkworm grains supplied directly to persons engaged in the cultivation of silkworm cocoons.

In 2024–2026, the Fund for Reconstruction and Development was instructed to open a credit line to commercial banks at their request in the amount of US$30 million for a period of 10 years, including a three-year grace period, at a rate of 4% per annum to finance investment projects implemented in the field of silkworm cultivation and sericulture to create stations for breeding seed production, production of silk fabrics and finished products from them, as well as such non-traditional finished products from silk products as medicines and cosmetics. At the same time, using the funds from the credit line, commercial banks will issue loans to business entities for a period of 10 years, including a three-year grace period, at a rate of 6% per annum (of which the bank’s margin is 2%).
 
The decree created a working group to develop specific mechanisms for the development of the sericulture sector based on market principles.
 
The List of investment projects in the field of silkworm cultivation and sericulture, implemented in 2024–2025, was also approved.
