Uzbekistan 13/12/2007 CIS, OSCE missions to observe Uzbek presidential polls

A meeting has been held in the Uzbek Central Electoral Commission (CEC) with a group of the CIS Executive Committee (CISEC) representatives who have arrived in Uzbekistan to monitor the forthcoming presidential election. The group is headed by the chief of the observers mission, first deputy chairman of the CISEC, Vladimir Garkun.

The chairman of the Uzbek CEC, Mirzaulugbek Abdusalomov, briefed the CISEC representatives on the ongoing election campaign, activities of the CEC, district and local electoral commissions, meetings of the candidates with voters and procedures of using the media in the election campaign.

The head of the CISEC observers mission, Vladimir Garkun, said that the CISEC experts had thoroughly studied the Law "On presidential election in the Republic of Uzbekistan" and had concluded that it was in full compliance with international standards.

The meeting noted that all necessary conditions for the observers had been created in Uzbekistan. In total, over 80 observers from CIS countries are expected to arrive in Uzbekistan, including about five chairmen of regional central electoral commissions. The mission will start its activities in Tashkent in a few days. It is also expected to be present in regions - in Buxoro, Samarqand and Fargona. The mission will carry out its activities in compliance with international standards in this field. Results of the mission’s work will be announced at a press conference which will take place on the day following the election.

A similar meeting at the CEC has also been held with the head of the Limited Election Observation Mission (LEOM_ from the OSCE Office for Democratic Institutions and Human Rights, Ambassador Walter Siegl, who was briefed on the arrangements made for holding the election. The OSCE/ODIHR representative was informed on certain aspects of the national legislation on elections which secures voters’ rights and provides candidates with equal opportunities to use the media in their election campaigns. In total, the LEOM will include 24 observers.

Observers from some other international organizations and states are expected to arrive in the country soon.
