Center Development Strategy and Huawei Tech Investment Tashkent sign memorandum of understanding
Tashkent, Uzbekistan (UzDaily.com) -- During the visit to China, at the invitation of Huawei, representatives of the state bodies of the Republic of Uzbekistan visited the exhibition center, which is located in the company headquarters in Shenzhen.

The exhibition center presented solutions and detailed layout for implementation of the concepts "Safe" and "Smart" city. And also eLTE technologies used in transport sector - railway, metro and air communications - were presented.

In the presentation of the concept of a "safe" city, complex solutions were demonstrated that include a command converged center, a video surveillance system, a video data analysis system and a large data store (Big Data) that Huawei produces and integrates itself. To familiarize with the practical application of the "safe" city system introduced by Huawei, the delegation representatives were invited to the police center of the largest district of Shenzhen-Longgang City. About 4.5 million people live in this region. Over 24,000 HD video surveillance cameras are installed in the district, and a converged command center is located, where analysts, police and ICT specialists from the Longgang area work. The "safe" city system, represented by Huawei, includes a system for recognizing faces, recognizing numbers, colors and brands of cars, identifying people by ID cards and a trunk-based communication system based on ELTE.

During the presentation of the "safe" city system, the participants of the delegation were interested in the pace and percentage of reducing the level of crime in the area after the application of new and innovative technologies. To this, Longgang police officers noted that in two years the crime cases had decreased to 53%, the terms for the detection of crimes and cases had significantly decreased. But it should be noted that the decrease in criminal activities is marked by an increase in the level of cybercrimes.

In response, the Shenzhen police began to introduce a new system and new directions, such as the anti-cybercrime department and electronic fraud. Longgang’s police gave a detailed answer as to how this department counteracts fraudulent activities carried out using information and telecommunications networks, including through the Internet.

After the visit to the police station and demonstration of the "safe" city system, the guests of the delegation were presented with the concept of "smart" city, where the main thing is the Internet of things (IoT). Huawei is one of the leaders in the production of chipsets used in IoT.

Delegations from Uzbekistan were demonstrated such systems as smart meters, smart water supply, smart recycling, smart street lighting and a number of other solutions that contribute to improving the management of the city and any settlement. Visual acquaintance with the complex solution of the "smart" city was very important for the delegation, as in Uzbekistan it is planned to develop normative legal documents that include the concepts of "Smart City", "Smart Makhalla", "Smart Home" and "Smart Hokimiyat".

The closing event of the visit was the signing of a memorandum of understanding between Huawei Tech Investment Tashkent and the Center for Development Strategy. The signed memorandum is aimed at improving the quality of economic growth, international competitiveness of business and the level of human capital, which are the main part of ICT.

Taking into account the mutual interest and importance of international cooperation in development of information technologies and expressing readiness for implementation of scientific and educational projects, the parties agreed to implement joint work on development of the national broadband network of the Republic of Uzbekistan, cooperation in joint research and digital transformation of the state.

During the implementation of the memorandum, the parties will seek to hold joint international conferences, seminars, roundtables on topical issues of sustainable social and economic growth, innovative development, and the exchange of knowledge and information. The sides agreed on the visits of delegations from Uzbekistan to the PRC in order to get acquainted with the successful Chinese practice in various fields, including ICT, innovation, agriculture, public services, etc.
