Tashkent, Uzbekistan (UzDaily.com) -- The President signed Decree "On measures to conduct a legal experiment to implement investment projects and improve urban infrastructure based on mutually beneficial cooperation between the state and business entities in the city of Tashkent".

From 1 October  2023:

data on municipal property of state bodies will be uploaded to the Digital Tashkent program;

in the capital, a simplified procedure for the implementation of JSC "Company Tashkent invest" (hereinafter - the Company) of PPP projects worth up to $1 million on the basis of some objects (list - here), according to which:

the implementation of PPP projects is allowed by determining the conditions for their implementation instead of developing a concept and evaluation document for PPP projects;

the right to conclude an agreement on a PPP project is granted based on the results of an auction at the E-auksion. The initial cost of the right is determined by the khokimiyat of the capital, and the funds received are sent to the City Development Fund;

the implementation of PPP projects in areas where underground engineering networks lie, or in protected areas where external engineering networks are built, is permitted upon agreement with the authorized bodies.

The company is allowed to carry out work on all processes from construction (development) to commissioning and subsequent operation (support) of some objects (products) (list - here) in cooperation with one entrepreneur on the basis of a life cycle contract within the framework of public procurement.

A life cycle contract is an agreement in which the contractor assumes obligations for the design, creation, maintenance, operation, and in some cases, disposal of some object during the entire period of its operation.

The procedure for putting up land plots for auction with the execution of permits and project documentation in the form of a ready-made business is also being introduced.

From 1 January  2024:

the issuance of a permit to increase the number of floors of objects by no more than 1.5 times from the parameters determined by the general plan (detailed planning project, master plan, or construction project) of the territory is being implemented when designing new objects;

running water, including technical water, will be used on a paid basis (with the exception of entrepreneurs in certain areas and categories determined by the Kengash of People’s Deputies).

The document approved:

The program for the creation of public gardens, walking areas and recreation areas through the improvement of the territory of the canals of Tashkent in 2024–2030 (a total of 46 objects for 923.3 billion soums);

"Roadmap" for conducting a legal experiment on the implementation of investment projects and improving the infrastructure of Tashkent, providing for:

development of a plan of measures for the construction of a plant for sorting municipal solid waste and generating alternative energy on the territory of the “City dump” landfill (Akhangaran district of the Tashkent region);

development of legal acts aimed at establishing a surcharge on electricity sold by operational charging stations for electric vehicles with a capacity of more than 20 kW and directing these funds to the development of engineering and communication networks.
