The event was organized by The State Committee of Republic of Uzbekistan on de-monopolization, support of competition and entrepreneurship, Chamber of commerce and industry of the Republic of Uzbekistan, municipality of Ferghana region, International Finance Corporation (IFC) and UNDP Project “Business Forum of Uzbekistan”.

The event was organized within the framework of activities on implementing the Regulatory impact assessment system (RIA), which is being conducted in accordance with the Decree of the Cabinet of Ministers of the Republic of Uzbekistan No. 281 “About the measures on implementing regulatory impact assessment system” dated 26 December 2008.

According to international practice, the RIA is one of the most effective mechanisms of improving the elaboration, adoption and implementation monitoring of the legislative acts, which directly affects the interests of entrepreneurs. The implementation of current system allows to increase the quality of the legislative initiatives. One of the key instruments of the RIA is carrying out consultancies with the entrepreneurs and other stakeholders, which allows to take into account their interests in the process of adopting and executing legislative acts, as well as to quality assessment of legislative acts adoption effect on business environment, citizens of the country and etc.

The aim of held meeting was in organizing discussions about existing problems in the sphere of following the legislation on competition, as well as in identifying the possible reasons of these problems and in developing the exact recommendation on resolving them. In particular, there were considered such issues as the sphere of influence of the law of Uzbekistan “About the competition and restricting monopolistic activity in the commodity markets”, the effectiveness of existing mechanism of regulating mergers and acquisitions, following the antimonopoly requirements in conducting commodity exchange trades, regulating the competition in closing the contracts on delivering the goods for governmental needs and in the sphere of financial services and etc.

The representatives of state organizations, Chamber of commerce and Industry of the Republic of Uzbekistan, Ferghana regional and district municipalities, regional branches of State demonopolization committee, Central bank, State tax committee and private sector has participated in the meeting.

During the discussions the representatives of IFC and Demonopolization Committee made presentations on themes “RIA - as the contemporary mechanism of elaboration, adoption and execution controlling of legislative acts” and “Regulating the competition: the problems and ways of solving them”.

The participants had an opportunity to exchange the opinions and share with their sounding recommendation on improving the legislation in the sphere of competition and restricting monopolistic activities. Obtained results will be taken into account in the process of elaboration of legislative act projects on improving regulations in the sphere of competition and the directions of its regulation.
