An investor center is being created in Uzbekistan

Tashkent, Uzbekistan (UzDaily.com) -- The President signed Decree "On measures for the effective organization of public administration in the field of investment, industry and trade within the framework of administrative reforms".

In accordance with the document, the Ministry of Investment, Industry and Trade (MIPT) assigns investment managers to each investor, who accompany investors at all stages, up to the launch of projects, in particular, deciding issues:

- obtaining land;

- connections to infrastructures;

- issuance of permits.

In terms of status, investment managers are equal to the head of the department of the ministry. They will work directly with the deputy heads of ministries, departments, economic associations and state authorities at the local level, which are entrusted with tasks on investment, industry and trade.

MIPT is authorized to:

- submission of binding instructions to state bodies and local authorities to eliminate the identified shortcomings;

- to meet and see off investors in the VIP-lounge of international airports at the expense of its non-budgetary funds.

Also created:

- at MIPT - Center for Analysis of Industry and Foreign Markets;

- in the system of the Agency for Attracting Foreign Investments - the Center for Investors. Its employees will meet investors upon entering the country, assist them in obtaining visas, create conditions for negotiations;

- in the structure of the Export Promotion Agency - the Center of Exporters;

- under the Fund for Reconstruction and Development - the Industrial Development Fund;

For reference: at the expense of the Fund:

loans, including working capital, in foreign and national currency are allocated for industrial projects aimed at the production of new types of high-tech products and the expansion of existing capacities;

loans are allocated for the purchase and lease of buildings and structures on the basis of the Industrial Mortgage system in order to increase production volumes;

part of the costs associated with marketing research projects aimed at mastering the production of demanded products, as well as the development of project documentation, attracting foreign specialists and certification of products, is financed;

assistance is provided to industrial enterprises in the form of participation in their authorized capital, the acquisition of property, the provision of loans in national and foreign currencies, as well as in other forms;

The Fund will raise funds in the equivalent of US$1 billion.

The Ministry of Economy and Finance will annually allocate 2 trillion soums from the state budget from 2024 - for infrastructure costs, $15 million - for expenses on subsidies and compensations provided by the Fund.

From now on, the heads of industry associations are allowed to simultaneously carry out labor activities in the MIPT system.

The monopoly function of the State Enterprise "Center for Bar Coding and Information Technologies" for maintaining the State Register of bar codes of goods produced in the republic is abolished.

From August 1, 2023:

project offices for the development and implementation of new investment projects are being created in 20 ministries and departments;

reports on negotiations on foreign economic issues with foreign partners are submitted to MIPT within 3 days.

  From 1 December 2023, the E-sertifikat information system integrated into the Single Window customs information system will be launched, which provides an opportunity to obtain information on the application of benefits of the GSP + system, free choice of testing laboratories (including in the areas of veterinary medicine, plant quarantine, sanitation and epidemiology), electronic registration of test reports.

To supervise the execution of legislative acts adopted in these areas, the prosecutor’s office will additionally be allocated 35 staff positions.
