Tashkent, Uzbekistan (UzDaily.com) —  The Agency for Strategic Reforms, in collaboration with the Ministry of Justice, has developed proposals for the creation of new legislative bills and the systematization (codification) of existing regulatory documents as part of the Address-2025 initiative.

An analysis was conducted to assess the need for new legislative bills and the systematization of legal acts, as well as to study best practices in the regulation of relevant sectors in the legislations of approximately 20 countries across Europe, Asia, and the CIS.

In 2025, the development of 10 legislative bills is planned.

Among the proposals is the law "On Retail and Wholesale Trade." Currently, activities in this sector are regulated by Government Resolution No. 407 dated 26 November 2002, which is outdated and does not meet modern requirements. An analogous law was adopted in Türkiye in 2015, which led to an average annual increase of 6-8% in retail trade volume, reaching US$213 billion by 2019.

Another proposed law is "On Mandatory Payments and Fees." Currently, citizens and entrepreneurs are required to pay over 300 payments and fees based on subordinate regulations. Meanwhile, Article 93 of the Constitution stipulates that the establishment of taxes and other mandatory payments falls under the joint authority of the chambers of the Oliy Majlis.

The proposal also includes the law "On Cashless Payments." Currently, the share of cashless payments in the country is 40% of the total payment volume, significantly lower than in developed countries and CIS nations. For example, this figure is 83% in Russia, 76% in Germany, 86% in Kazakhstan, 56% in Azerbaijan, and 50% in Kyrgyzstan.

The Agency also suggests adopting a law "On Regional Development," which would enable the implementation of effective mechanisms for developing programs and strategies for regional growth, as well as identifying "growth points." Similar laws have already been adopted in Bulgaria, Latvia, and Moldova, showing positive results.

An important aspect is the law "On Self-Regulating Organizations," aimed at reducing administrative burdens and expenses for government bodies by transferring certain functions of state control to professional associations of entrepreneurs. In Russia and Kazakhstan, this law has led to a 10-15% reduction in budget expenditures on state control.

As part of the systematization (codification) of legislation, the development of three code projects is planned.

Among them is the Environmental Code. Currently, regulation in the environmental sphere covers 126 legislative acts, including 7 laws, 17 presidential decrees and resolutions, 99 government resolutions, and 3 departmental documents. A similar code has been adopted in France and Kazakhstan.

Additionally, the proposal includes the creation of a Transport Code, which would consolidate 288 legislative acts, including 8 laws, 28 presidential decrees and resolutions, 198 government resolutions, and 54 departmental documents. Such a code has already been adopted in France.
