Tashkent, Uzbekistan (UzDaily.com) —  Uzbekistan’s President has signed a resolution “On Additional Measures for Regulating Employment Processes Abroad,” aimed at improving services for citizens seeking overseas employment and optimizing labor migration.

The document introduces a more transparent and efficient labor migration system to enhance working conditions and improve the quality of life for Uzbek citizens abroad.

Starting from 1 November 2024, the following changes will take effect:

- Overseas job vacancies will be publicly posted on the Migration Agency’s electronic platform, as well as in media and social networks.

- Citizens will be able to upload resumes on the platform and apply for listed job vacancies.

- Citizens heading abroad for temporary work in developed countries will be eligible for microloans up to 10 million soums, with a two-year term at a rate 4 percentage points above the Central Bank’s base rate.

- Regional offices of the Migration Agency will offer free consultation services for employment arrangements, including visa support.

From 1 December 2024, the Migration Agency will collaborate with educational institutions to provide citizens with training in foreign languages and in-demand skills.

Funding for these training programs will come from the Education Credit Fund. A rating system will also be introduced for foreign language teachers, with the top 50 instructors whose students achieve a B1 level or higher receiving 50 million soums in subsidies.

Private employment agencies will have the opportunity to organize training programs for citizens in professional skills and languages, as well as to engage foreign employers in these efforts.

Also starting from 1 December 2024:

- The required reserve funds for agency licensing will be reduced from 8,500 to 4,000 sizes of basic estimated value, and agencies will be permitted to place reserve funds in bank deposits, utilizing interest earnings.

- Job offers from foreign employers will be allocated to agencies through an open competition.

By January 1, 2026, all functions of the Migration Agency related to labor migration organization will be transferred to private employment agencies.

Uzbekistan will also assign its diplomatic missions abroad additional responsibilities to support labor migration, including assisting in establishing employer contacts, participating in international migration programs, and facilitating intergovernmental agreements.

The document also approves:

- A support program for citizens seeking temporary work abroad, for 2024–2026.

- A program to improve external labor migration processes from 2024 to 2026.
