A legal basis is being created for protecting the soil and increasing its fertility

Tashkent, Uzbekistan (UzDaily.com) -- At the forty-seventh plenary meeting of the Senate, the Law “On soil protection and increasing their fertility” was discussed.

It was noted that significant work is being done to reform agriculture, strengthen the legal framework for the development of the industry, attract investment, and introduce resource-saving technologies.

At the same time, a sharp change in today’s environmental factors on the surface of the earth affects the efficient use of land and water resources, as well as increasing the yield and quality of agricultural products.

This, in turn, requires ensuring food security and improving diets, increasing fertility, preservation and protection of the soil.

Therefore, this Law establishes that the object of soil protection is the fertile and soil-forming layers of soils of all categories of the land fund.

The Law establishes state control in the field of soil protection and increasing their fertility, the rights and obligations of landowners, land users and land tenants in the field of soil protection and increasing their fertility.

The Law reflects the issues of increasing and protecting soil fertility, improving the condition of soils, preserving their fertility, as well as the powers of the responsible ministries and departments, land reclamation, conducting state examination of projects, means and technologies affecting the condition and quality of soils.

At the same time, the right to demand compensation from individuals and legal entities for damage caused to the soil is established.

It is stipulated that if it is established that the fertile layer of soil was not removed and not preserved during urban planning activities, geological exploration and mining, as well as other non-agricultural activities, the damage caused is compensated in the prescribed manner.

The senators noted that thanks to the adoption and application of the Law, a decrease in the fertility of irrigated soils is prevented and the legal framework for soil protection is strengthened, and by restoring soil fertility, production volumes will increase and high-quality and safe products will be grown on clean soil.

The law was approved by senators.
