Tashkent, Uzbekistan (UzDaily.com) -- President of Uzbekistan Shavkat Mirziyoyev signed a decree "On measures for accelerated development of the karakul Industry".
The document was adopted with a view to ensuring further reform of the karakul breeding industry, organizing scientifically based breeding work in the industry, preparing quality scribble that meets the requirements of the world market, restoring the prestige of Bukhara scrawl and increasing the export potential of the industry, increasing the production of karakul production and organizing effective pasture use.
The head of Uzbekistan ordered to create the Bukhara branch of the Research Institute of Karakul and Desert Ecology and the Bukhara Research and Production Seed Center for Steppe Pasture Feed Plants at the Uzbek Research and Production Center for Agriculture.
In accordance with the document, about 1 thousand hectares of pasture land will be allocated for harvesting seeds of steppe fodder plants.
According to the document, companies in the field of astrakhan farming provided tax and customs benefits. In particular, subjects and enterprises engaged in karakul farming processing karakul breeding products until 1 January 2023 are exempted from customs payments (except for customs clearance fees) for imported materials required for karakul culture and not produced in the republic, according to the lists approved in the established order.
The rates of the single land tax for producers of karakul production remain unchanged until 1 January 2023. Procurement and purchase of karakul skins and wool on the territory of the republic are carried out by enterprises in the system of associations "Uzbekcharmpoyabzali" and "Korakulchilik" by making 50% of advance payment.
The President instructed to organize the Karakul Development Fund for territorial associations "Korakul" in the form of special settlement accounts opened in the branches of People’s Bank of the Republic of Uzbekistan.
Shavkat Mirziyoyev recommended to the Khalq (People’s) Bank of the Republic of Uzbekistan to allocate preferential loan funds in the amount of 30 billion soums with the interest rate not exceeding the refinancing rate of the Central Bank of the Republic of Uzbekistan to finance the purchase abroad of thoroughbred sheep to improve the breed of Karakul sheep kept in enterprises, in farmer and dekhkan farms belonging to the Republican Association "Korakulchilik" and engaged in karakul farming in the territory of the Bukhara region, as well as projects on organizations in the field of new and modernization of existing enterprises for processing karakul skins and wool.
Association "Uzbekcharmpoyabzali", khokimiyat of Bukhara region and Khalq bank until September 1, 2018 organize in the city of Bukhara enterprises for deep processing of karakul skins at the expense of credit lines.
The document said that measures will be taken to implement karakul pelts at international fur auctions and enter foreign markets by searching for potential foreign partners, restoring the international brand of Uzbek scrawl.
