ADB-supported projects are among the winners of the "PPP Partnership Award 2022"

Tashkent, Uzbekistan (UzDaily.com) -- Projects in the field of public-private partnership, which were implemented on the recommendation and support of the Asian Development Bank (ADB) in Uzbekistan and Bangladesh, received recognition and awards at the internationally recognized "Partnership Award" held in London, on 19 May 2022.
The Partnership Awards is regarded as the industry’s preeminent and most prestigious celebration of high performance, and is rigorously judged by a jury of over 30 PPP industry professionals from both the public and private sectors.
In connection with the COVID-19 pandemic, nominations and project results for both 2022 and 2021 were announced this year.
This recognition is a testament to the persistent efforts of organizations and individuals who have done their best to respond to the various challenges posed by the pandemic.
In 2022, three ADB-supported PPP projects in Uzbekistan received awards and recognition:
1. The winner in the category "Public Sector Promoter/Purchaser of the Year" is the PPP Development Agency (PPP) under the Ministry of Finance of the Republic of Uzbekistan. Since ADB’s programmatic support for PPPs was initiated in 2018, ARPPP has shown resilience and commitment to implementing the necessary reforms to achieve its goal of attracting private sector participation in the country’s infrastructure.
ADB continues to support ARPPP as the lead development partner to achieve the government’s goals by providing capacity building, PPP portfolio development, and transaction advisory services for PPP projects in various sectors.
2. Highly rated in the Best Community Project category (waste/energy/water/telecommunications) – EUR 1.4 billion district heating project in Tashkent.
In September 2021, the Tashkent City Hall signed a 30-year PPP agreement with Veolia Energy Tashkent to modernize, operate and maintain the Tashkent district heating network, which will lead to improved safety standards and savings on natural gas, energy and water in within 25% and 40%. Working closely with the AWGPP, ADB provided transaction advisory services to the Tashkent Mayor’s Office.
3. Finalist in the category "Best Utility Project (Waste/Energy/Water/Telecommunications)" - PPP project of the Sherabad solar power plant with a capacity of 457 MW.
In August 2021, the Ministry of Investment and Foreign Trade (MIFT) and the National Electric Grids of Uzbekistan (NESU)] signed a 25-year power purchase agreement with Abu Dhabi Future Energy Company (“Masdar”). The project is part of a broader program to conduct tenders and build solar power plants with a total capacity of 1 GW with ADB support. ADB provided MIFT and NESU with transaction advisory services and a partial loan guarantee to mitigate the buyer’s payment risk for the project.
Building on the success of the project, ADB is advising on other solar and wind renewable energy projects in Uzbekistan, with the 300 MW Guzar solar project being the second project under the program to continue to tender.
In 2021, ADB-supported PPP projects implemented in Bangladesh received high recognition.
1. Judges’ Choice Award for Transportation Project of the Year - $412 million Dhaka Bypass PPP Project.
This project is the country’s first road PPP project designed in accordance with international standards and implemented in accordance with the country’s PPP Law.
The project was structured under a minimum income guarantee mechanism and received funding from the state treasury.
ADB supported the PPP Agency and the Department of Highways through the provision of financial advisory services.
ADB has also developed an innovative financing option to provide long-term local currency financing to the project company through a government financial intermediary.
The 2022 Partnership Awards brought together high-profile representatives from all areas of the PPP industry to recognize outstanding partnerships and projects implemented by teams and organizations.
