The law introduces amendments and additions to Article 81 of the current Customs Code

Tashkent, Uzbekistan (UzDaily.com) - At the twentieth plenary session of the Senate of the Oliy Majlis, the discussion centered on the Law “On Amendments and Amendments to the Customs Code of the Republic of Uzbekistan.”
It was noted that the law introduces amendments and additions to 81 articles of the current Customs Code.
In particular, appropriate amendments and additions are made to 70 articles, 10 new articles are supplemented and 1 article is excluded.
The proposed major changes and additions include the following:
- in the direction of simplifying customs control:
- the terms of customs clearance are reduced from 3 days to 1 day;
- the procedure for issuing permits required for the placement of goods and vehicles under the relevant customs regimes is canceled.
The legal basis is also fixed for the establishment by authorized persons of the norms for the output of goods resulting from processing.
In the field of simplifying the payment of customs duties, the list of goods exempted from taxation when imported into the territory of the Republic of Uzbekistan is being optimized.
In addition, new articles are being added to the Customs Code. In particular, a new system of pre-trial settlement of disputes between customs and entrepreneurs is being introduced.
It should be noted that in 2019, administrative courts considered 15 controversial cases related to the actions of customs authorities, and in 2020 - 29, which was the reason for unnecessary trouble for entrepreneurs in various courts.
The proposed new system will allow to resolve the existing disputes in the customs authorities and thus will achieve an average halving of the number of disputes considered in court.
The adoption of the law will contribute to the implementation of generally recognized international norms and standards in the field of customs affairs into national legislation and to fill the existing legal gaps in the Customs Code.
The law was approved by the senators.
