Tashkent, Uzbekistan (UzDaily.com) -- The President of Uzbekistan, on his own initiative, can pardon any convicted person or who has served a sentence, regardless of the presence or absence of a petition on their part.
Corresponding changes were made to the regulation on the procedure for the implementation of pardons in Uzbekistan in accordance with the decree of the head of state from 26 January 2021.
The presidential pardon letter is sent to the working body of the Presidential Pardon Commission - the Citizenship and Pardon Sector of the Presidential Adviser for Coordination of Law Enforcement and Control Structures.
In turn, the sector within one working day notifies the commission about the day and place of the commission meeting. Based on the results of the meeting, working groups are formed to study the identity and documents of convicts or those who have served a sentence with a visit to the field. The working groups consist of members of the commission, senior officials of the judiciary, law enforcement agencies and other organizations.
The working group takes a letter of consent from convicts or those who have served their sentences, stating that they have no objection to the consideration of the issue of his pardon. In case of refusal, his documents are not submitted to the commission.
The commission considers the documents submitted by the working group and makes a decision on the persons who can be pardoned, and submits a proposal to the President.
The commission’s refusal to recommend pardon to convicted or serving sentences does not prevent convicts or those who have served their sentence from applying for pardon in the future.
