Tashkent, Uzbekistan (UzDaily.com) -- A public-private partnership (PPP) agreement for delivery of dialysis services was signed between the Ministry of Health of Uzbekistan and "Nephroplus" (India), who was selected as a result of an international competitive tender process in accordance with the Uzbekistan PPP Law.
Under the PPP agreement, Nephroplus is required to establish four new clinics and provide quality dialysis services to patients in Tashkent, the Republic of Karakalpakstan and the Khorezm region.
The company will be responsible for all costs associated with the organization and provision of dialysis services:
• Construction of new dialysis centers in accordance with international requirements;
• Equip the centers with modern equipment, supply of all necessary consumables and hire and train medical personnel;
• Provide dialysis services to patients in accordance with international standards for 10 years;
• Prepare patients for dialysis through surgery to create vascular access for dialysis.
• Introduce new technology of peritoneal dialysis, which allows home based dialysis. This technology is not available in Uzbekistan. It is indicated for children and some patients with cardiovascular complications, and will save money and time for patients living in remote areas, and will also enable patients to continue their active life, work and study;
The company will implement high standards of safety and quality of medical services and realize the additional investments required to operate new clinics in a safe and efficient manner.
Being one of the largest dialysis service providers in Asia, Nephroplus exclusively focuses on dialysis services and is not an equipment manufacturer. It has over 240 clinics and serves over 17,000 patients in India, Indonesia, the Philippines, Nepal and Vietnam.
The Dialysis Service Delivery Project is the first international health care PPP project in Uzbekistan to be implemented under the PPP Law, and its successful implementation will be important for attracting other international investors and technology to the health care system.
IFC supported the Ministry of Health of Uzbekistan and the PPP Development Agency As a lead transaction advisor in preparing the PPP project and conducting an international tender in accordance with best practice. The tender raised great interest among the largest international operators from Germany, Switzerland, Turkey, Sweden, India and Russia.
IFC’s successful experience in implementing similar projects in other countries shows that with proper project structuring, attracting private investors can increase the efficiency of public resources, while improving the quality of services to population.
