The Rule of Law Index of Regions is being introduced in Uzbekistan

Tashkent, Uzbekistan (UzDaily.com) - A Resolution of the President of the Republic of Uzbekistan "On measures to introduce an effective mechanism for determining the state of ensuring the rule of law in the Republic of Uzbekistan" was adopted.
The regional rule of law index is determined on the basis of statistical indicators and the results of social surveys conducted in the following areas:
-compliance with legislative acts in the regions;
- ensuring the rights and freedoms of citizens;
- the state of administration of justice and execution of court decisions;
-the establishment of law and order and security;
-effective control over the activities of local executive bodies;
- the effectiveness of combating corruption;
-transparency of government institutions.
The resolution approved 32 indicators reflecting the regional rule of law index.
Determination of the Index is carried out through the automated information system Huquq ustuvorligi.
The regional rule of law index is based on 182 criteria:
- according to 111 criteria based on statistical data, data entry into the system is carried out by 24 organizations, such as the Supreme Court, the General Prosecutor's Office, the Ministry of Justice, the Ministry of Internal Affairs and others;
- out of 71 criteria based on the results of sociological surveys, 49 criteria are conducted among the population, 22 among specialists (judges, entrepreneurs, journalists, lawyers, local deputies, representatives of public organizations).
Every year, before 1 May, the Index of the Rule of Law of the Regions for the past reporting year is compiled on the basis of a summary of the data entered into the System.
The Ministry of Justice annually, by 15 May, ensures that information on the results of the Regional Rule of Law Index is submitted to the Administration of the President of the Republic of Uzbekistan, the Chambers of the Oliy Majlis, the Republican Council for Working with International Ratings and Indices, and is published through the media.
The work on determining the Regional Rule of Law Index for 2020 will be completed by 1 July 2021 and its results will be published.
