Meeting of the National Commission on Combating Human Trafficking and Forced Labor takes place

Tashkent, Uzbekistan (UzDaily.com) -- On 4 December 2020, a regular meeting of the National Commission on Combating Trafficking in Persons and Forced Labor was held. It was attended by members of the Commission, senior officials of ministries and departments, representatives of non-governmental non-profit organizations, as well as media workers.
At the meeting, chaired by the Chairperson of the Senate of the Oliy Majlis of the Republic of Uzbekistan, Chairperson of the National Commission Tanzila Narbaeva, the participants discussed work done, measures taken to prevent trafficking in newborns in the republic, eliminate its causes, factors and existing problems, and counteract forced labor during the cotton harvest in the current year.
The meeting heard the report of the Ministry of Internal Affairs of the Republic of Uzbekistan on the measures taken for the early detection and elimination of crimes related to the trafficking of newborns in the republic.
In addition, they heard information from the Ministry of Public Education on the work carried out by the guardianship authorities, existing problems and proposals for their elimination, as well as the Ministry of Health on measures taken to prevent trafficking in newborns in subordinate institutions, existing problems and proposals for their elimination.
At the same time, a draft plan of measures to further strengthen work to prevent and counteract trafficking in newborns in the Republic of Uzbekistan was considered and approved.
During the meeting, the effectiveness of measures taken to prevent forced labor during the cotton harvest of the current year and to create decent working conditions for cotton pickers was analyzed.
In particular, 13 working groups were created from among senators, deputies, representatives of ministries and departments, journalists and bloggers, and 6 working groups with the participation of state labor inspectors, among the population, employees of enterprises, organizations and institutions, campaigning was carried out to prevent forced labor. It was noted that those received from the places of appeal were promptly studied and the identified problems were eliminated on the spot, and legal measures were taken against officials who allowed forced labor and did not pay due attention to the creation of decent working conditions.
Working groups conducted a study in 5861 institutions in all regions of the country.
During the study, the State Labor Inspectorate fined 170 officials in the amount of 653 million soums for violation of labor legislation. Administrative fines were imposed in the amount of 653 million 167 thousand soums.
In particular, 42 officials were prosecuted under Article 51 of the Code of Administrative Responsibility for allowing forced labor, and in 6 more cases, the relevant documents were submitted to the courts.
At the meeting, information was heard from the khokimiyats of Namangan, Jizzakh, Tashkent, Surkhandarya and Khorezm regions about the work being done to counter forced labor, in particular, about measures to prevent forced labor during the cotton harvest.
At the same time, it was criticized that in these areas, work was not organized at the proper level to create decent working conditions for cotton pickers, timely payment of their wages, and prevention of forced labor.
An appropriate decision was made on the discussed issues of the agenda and the tasks ahead were identified.
