Rating to assess the personal responsibility of the heads of regions and state bodies to be published

Tashkent, Uzbekistan (UzDaily.com) -- Starting from 2021, the results of the rating will be published annually in Uzbekistan to assess the personal responsibility of regional leaders and state bodies in the fight against corruption and the shadow economy.
In pursuance of the Decree of the President of the Republic of Uzbekistan "On additional measures to improve the anti-corruption system in the Republic of Uzbekistan", the Center for Economic Research and Reforms (CERR), together with the Anti-Corruption Agency, developed a methodology for calculating the rating of corruption and the shadow economy for government agencies, enterprises and regions.
The rating is carried out with the aim of objectively assessing the ongoing transformations and reforms in the country in the field of combating corruption and the shadow economy.
From 2021, an annual announcement of the results of this rating will be organized with an assessment of the personal responsibility of all managers.
As part of the Rating, in particular, a survey will be conducted among the population in all regions of the republic.
CERR expert Bakhtishod Khamidov commented on the relevance of the adoption and the methodology of the developed rating:
- For Uzbekistan so far, a lot of research has been carried out to identify problems of corruption. However, all these assessments are given mainly at the republican level. And those assessments that were carried out at the sectoral or regional levels are of a single nature and do not provide an opportunity to measure the problem over time.
The reform process requires identifying the level of corruption in certain sectors and localities, since corruption is the main factor in the ineffectiveness of measures taken. Therefore, before undertaking comprehensive reform measures, it is necessary to find answers to key questions such as: how serious is the problem of corruption in the sector / local area?
In world practice, many methods of assessing the level of corruption are used to obtain more accurate answers to these questions. The multitude of methods stems from the secrecy and complexity of the corruption problem. At the same time, the use of different measurement methods will allow to obtain larger-scale results, since a wide coverage will allow you to see problems from all sides.
At the same time, an effective combination of methods helps to accurately shape, implement, monitor and evaluate the reform process in specific sectors and in the field.
Utkir Nomozbaev, an employee of the Anti-Corruption Agency, commented on the measures taken in Uzbekistan to reduce the level of the shadow economy:
Today, the country is taking comprehensive measures to reduce the level of the shadow economy by creating additional conditions for business. In particular, the foreign exchange market was liberalized, a new tax system was introduced and about 100 permitting and licensing rules were reduced. As a result, the share of the informal sector in industry dropped from 20% to 6% over the past 5 years.
Uzbekistan has set a task to halve the shadow economy in the next 5 years. This, of course, requires specific measures. One of such mechanisms is to increase the personal responsibility of leaders in the fight against corruption and the shadow economy.
To this end, starting next year, the Anti-Corruption Agency and the Center for Economic Research and Reforms, with the involvement of independent public organizations, will regularly study in the regions and in all government structures the work on countering the shadow economy and corruption. As a result of which, we will be able to announce to the general public what is the state of the level of corruption in government agencies, enterprises and the situation in the regions.
