Tashkent, Uzbekistan (UzDaily.com) -- On 24 October 2020, Uzbekneftegaz organized a press tour for journalists on the topic “Production of synthetic liquid fuel based on purified methane from Shurtan Gas Chemical Complex” on the territory of Shurtan Gas Chemical Complex” (UzGTL).
The event was attended by representatives of the leading mass media, including workers of television, radio, print and electronic publications of the republic.
The implementation of the investment project "Production of synthetic liquid fuel based on purified methane of the Shurtan Gas Chemical Complex" (UzGTL) is carried out in accordance with the Resolution of the President of the Republic of Uzbekistan from 29 December 2016 “On additional measures to implement the investment project “Production of synthetic liquid fuel based on of purified methane from Shurtan Mining and Chemical Combine”.
The goal of the project is to further expand capacities for deep processing of natural gas, reduce imports of hydrocarbon raw materials, meet domestic demand for high-quality and environmentally friendly fuels, and provide the market with strategic products produced from its own raw materials.
Currently, the implementation of the project "Production of synthetic liquid fuel based on purified methane of the Shurtan Gas Chemical Complex", the largest investment project in the region, known as Uzbekistan GTL and Oltin Yo’l GTL (trade mark), taking into account its strategic importance and importance for the economy of the republic, continues to be active pace. The plant will annually produce more than 1.5 million tonnes of high-quality, environmentally friendly synthetic liquid fuel, such as: 724.6 thousand tonnes of diesel fuel, 307.3 thousand tonnes of jet fuel, more than 437.3 thousand tonnes of naphtha, more than 53,400 tonnes of liquefied gas.
Project initiator is Uzbekneftegaz JSC, project operator - Uzbekistan GTL LLC.
Total project cost is US$3.61 billion, number of permanent jobs created: 1,300.
Foreign financial partners are China, Republic of Korea, Russian Federation, and general contractors (EPC): Hyundai Engineering Co. Ltd., Hyundai Engineering and Construction Co., Ltd (Korea) and Enter Engineering Pte. Ltd. (Singapore).
The plant’s project is based on the use of the most modern gas and petrochemical technologies from leading companies such as Sasol (South Africa), Haldor Topsoe (Denmark) and Chevron (USA).
There are only a few similar high-tech plants based on "GTL" or "gas-to-liquid" technology in South Africa, Malaysia and Qatar.
As part of the project, a turnkey contract (EPC contract) was signed with a consortium of leading companies Hyundai Engineering Co. Ltd., Hyundai Engineering and Construction Co., Ltd (Korea) and Enter Engineering Pte. Ltd. (Singapore).
Today the project is in its final phase. The overall progress of the project is 91%. The detailed design has been completed to date. More than 76.3% of construction and installation work was completed.
In total, the following construction works are carried out within the framework of the project:
- pouring over 200 thousand cubic meters of concrete;
- laying and installation of about 6.5 thousand km of communication and electrical cables;
- erection and installation of steel structures and technological equipment with a total weight of more than 40 thousand tonnes;
- installation of pipelines with a volume of 1.5 million dia / inch;
- painting and installation of insulation 240 thousand sq. m.
Delivery of technological equipment and materials is almost complete. All possible international logistics routes were used to deliver them to the construction site.
A plant for the production of synthetic liquid fuel from natural gas is being built on the territory of Kashkadarya region, in the industrial center "Shurtan", 1.5 km from the Shurtan gas chemical complex. This plant will be one of the largest plants for the production of synthetic liquid fuels and one of the largest and most technologically advanced projects in the history of the oil and gas industry in the entire region.
The project with a total cost of US$3.61 billion is currently one of the most capital-intensive investment projects implemented in Uzbekistan and is financed by Uzbekneftegaz, the Fund for Reconstruction and Development of Uzbekistan, the State Development Bank of China, the Export-Import Bank of Korea, trade and insurance corporation, Gazprombank, Roseximbank and the Russian Agency for Export Credit and Investment Insurance.
Thanks to the new plant, high-tech production will appear in Uzbekistan, which will make it possible to move to a completely new level of deep processing of hydrocarbons.
The implementation of the project will ensure the annual import substitution of oil products in the amount of up to 1.5 million tonnes.
The raw material base for the projected plant for the production of synthetic liquid fuel is purified gas - methane of the Shurtan gas chemical complex, its volume per year will amount to 3.6 billion cubic meters.
The plant will annually produce over 1.5 million tonnes of high quality synthetic liquid fuel.
The technological process of the GTL plant is based on three main stages that carry out the products necessary to convert the purified methane to GTL, including diesel fuel, kerosene, naphtha and LPG.
The first stage, reforming, is a process where natural gas, steam and oxygen are reacted and converted into synthesis gas, which is made up of carbon monoxide and hydrogen.
The syngas is then passed through a Fischer-Tropsch reactor where it is converted, using a catalyst, to a liquid synthetic fuel, with some gaseous and waxy by-products (and a lot of water).
The hydrocarbon streams then undergo a hydrocracking process that produces GTL products, including LPG, naphtha, kerosene and diesel fuel.
Today, about 12 thousand people are involved in the implementation of the project, about 750 units of heavy, special construction equipment are involved.
At the construction site, special unique equipment is also involved, including super-powerful cranes in the world, with a height of a 25-storey building, with the longest telescopic booms, the length of which exceeds 100 meters and a lifting capacity of up to 1,500 tonnes. There are only one such cranes in the world, and they are used according to a pre-agreed schedule.
The implementation of the GTL project in Uzbekistan is a unique chance for Uzbek youth to gain experience and knowledge of the international level. With the commissioning of the plant, more than 1,300 additional permanent jobs will be created.
The commissioning of the GTL plant will allow diversifying the production of products based on deep processing of natural gas and improving the quality of fuel. The plant will contribute to ensuring stable economic growth in our country, as well as the formation of a new generation of professional personnel in the field.
On 24 October 2020, electricity was received at the GTL plant from the National Electric Grid of Uzbekistan. Electricity is distributed throughout the plant and then fed to technological equipment. With the reception of electricity, the main pre-commissioning and commissioning works of the plant’s technological equipment will begin.
