Tashkent, Uzbekistan (UzDaily.com) - At the fifth plenary meeting of the Senate of the Oliy Majlis, a parliamentary inquiry was sent to the Cabinet of Ministers of the Republic of Uzbekistan on the state of road safety and the implementation of relevant legislation.
In particular, the request raised the issue of the lack of curricula, programs, textbooks and manuals for teaching the basics of traffic rules and road safety in general education schools. In addition, it was noted that the relevant topics are not included in the curricula of institutions for advanced training of public education workers.
In the response to the parliamentary inquiry to the Committee on Defense and Security of the Senate, it is reported that the Cabinet of Ministers has developed a "Comprehensive program of measures to ensure road safety, prevent road accidents in the Republic of Uzbekistan."
It envisages the introduction of the compulsory subject "Safety of Life", the development and approval of relevant programs. By 1 October, it is planned to develop a draft regulatory document on this issue. In addition, from January 2021, it is planned to include traffic rules in the teacher training program.
Another topical issue raised in the parliamentary inquiry was the need to finalize the new version of the "Rules of the road", approved by the relevant resolution of the Cabinet of Ministers of December 24, 2015.
In particular, it was noted that due to the replacement of some paragraphs of these Rules, the links do not correspond to the paragraphs. In addition, there are significant differences in the Uzbek and Russian versions of the Rules. In this regard, the specified program sets the task of developing a new version of the Road Traffic Rules by January 1, 2021.
The parliamentary inquiry also raised the question of whether the test questions in assessing knowledge for obtaining a driver’s license contradict the traffic rules specified in the exam tickets, or are morally and technically outdated. In response, the relevant program of events of the Cabinet of Ministers set a task to review and improve test questions by 1 June 2021.
The current procedure for obtaining a duplicate of a lost national driver’s license (as a result of theft, fire, natural disaster and other cases) is very complicated, consists of requirements that openly lead to corruption, bureaucratic obstacles - this is another problem raised in the parliamentary inquiry.
In this regard, the above program provides for the acceptance by 1 November of applications from drivers who have lost their driver’s licenses, and the introduction of a program for receiving the necessary information in electronic form from the administrative practice department through the internal system. At the same time, the unified automated accounting system of the Ministry of Internal Affairs will be integrated with the system of administrative practice.
