Tashkent, Uzbekistan (UzDaily.com) -- On 12-13 September, the Government Commission on the Development of Export and Investment under the leadership of the Deputy Prime Minister of the Republic of Uzbekistan Sardor Umurzakov and as part of the heads of ministries, departments, industry associations, commercial banks and local authorities summed up the work on the study of investment, industrial and export opportunities of the regions and the development of priority measures for the full use of the existing economic potential of Jizzakh and Syrdarya regions. The relevant working groups carried out their work in an off-site format in these regions from 8 to 13 September.
During the week in Jizzakh region, with a visit to the enterprises, the current state of all 2596 industrial objects was analyzed, and in Syrdarya region - 2103 objects.
As a result, 598 enterprises were identified that faced problems in production activities, of which 303 need credit resources to replenish working capital and purchase technological equipment, 97 - to connect to utilities, 51 - in raw materials for production, 36 - in obtaining permits documents and licenses. Cases of the need to resolve issues related to the allocation of land plots, assistance in the return of previously paid VAT amounts, repayment of receivables and restructuring payments on previously received loans were also identified.
In order to quickly resolve the identified issues, each enterprise in both regions was assigned the heads of the relevant industry departments and associations, commercial banks and khokimiyats of districts and cities of the region, with responsibility for the implementation of targeted support measures and the accelerated withdrawal of production facilities to design capacity.
The regional investment programs of the two regions were revised - the most promising investment projects from an economic point of view were selected, characterized by high rates of production, exports and the number of jobs created. The implementation of these projects will be accelerated with a view to putting them into operation by the end of this year.
The regional investment program of Jizzakh region includes 608 investment projects worth 14.7 trillion soums, of which 433 projects worth 3.2 trillion soums are planned to be implemented in 2020. After the optimization, the terms of commissioning 15 promising projects worth 222.5 billion soums were postponed from 2021 to 2020. Also, 39 new cost-effective projects worth 68.6 billion soums have been developed.
In Syrdarya region, by the end of this year, it is planned to implement 668 projects worth 10.4 trillion soums. As a result of the revision of the program for 2020, the implementation of 28 highly productive projects worth 132.9 billion soums was postponed.
As part of the work of the Government Commission, a number of projects have been developed aimed at import substitution of products that are widely demanded in local markets and used by domestic industrial enterprises.
As part of the localization program in Jizzakh region, 50 projects worth 312.7 billion soums are planned to be implemented in 2020, and in 2021 - 4 projects worth 377.2 billion soums. Members of the Government Commission additionally developed 36 import-substitution projects worth 339.6 billion soums in the production of building materials, chemical, textile, food, electrical, pharmaceutical products, as well as in the field of mechanical engineering, the implementation of which, in addition to ensuring a significant increase in industrial production, will create more than 3 thousands of new jobs.
In Syrdarya region, in addition to the already planned 34 projects for the localization of production worth 645.5 billion soums, 13 new investment projects worth 145.3 billion soums were developed.
Separate work has been carried out in the direction of clustering the industry of the two regions, in particular, in Jizzakh region, it is planned to create 18 industrial clusters in 7 directions, such as food, textile, pharmaceutical and chemical industries, as well as the production of building materials, leather and silk products. As a result of the creation of these clusters, 37 projects worth 2.9 trillion soums will be implemented and value chains for the production of goods worth 1.7 trillion soums will be formed. This will also create an additional 5,000 new jobs.
In Syrdarya region, 23 new projects worth about 41 trillion soums in the textile, leather, footwear, fish farming, food and pharmaceutical industries will be implemented on the same principle.
The Uzstandart agency will take measures to create test laboratories and centers for training, retraining and advanced training of workers in the created industrial clusters in Jizzakh and Syrdarya regions.
An analysis of current activities was also carried out and measures were developed to increase the efficiency of using the potential of free economic and small industrial zones in two regions.
In Jizzakh region, there are currently operating free economic zones "Jizzakh", in which 5 projects worth US$209.5 million are being implemented, and "Zomin-farm", on the territory of which 5 projects are being implemented worth 613.2 million dollars. There are also 12 small industrial zones in the region, on the territory of which 67 industrial facilities with a total value of 769.6 billion soums are planned for implementation, of which 38 projects worth 208.8 billion soums have been implemented with the creation of 600 new jobs, and by the end of this year it is planned implementation of 29 projects worth 560.8 billion soums. In addition, 8 new small industrial zones are at the stage of formation. To provide the existing and created small industrial zones with the necessary infrastructure by the end of the year, it is planned to allocate 29.1 billion soums. Also, the Government Commission has developed a proposal for the creation of 1 additional small industrial zone with the placement of 30 investment projects on its territory.
There is a free economic zone "Syrdarya" in Syrdarya region, on the territory of which 24 projects worth US$163.9 million have been implemented and 3 thousand jobs have been created, as well as 8 small industrial zones, on the territory of which 13 projects are planned to be implemented by the end of this year, 32.2 billion soums with the creation of 1.6 thousand new jobs. 21.2 billion soums will be allocated to provide these zones with the necessary engineering communications by the end of this year.
Due to the restoration of idle industrial enterprises and the commissioning of new investment projects in Jizzakh region, additional reserves will be used for industrial production, which will increase the volume of industrial production to 5.8 trillion soums, or 119% of the approved indicators. This will also create more than 18 thousand jobs and provide tax revenues to the budget in the amount of 1.2 trillion soums, which will amount to 112 percent of the approved indicators.
The implementation of measures developed during the work of the Government Commission in Syrdarya region will increase the volume of industrial production to 7.9 trillion soums with an increase of 413 billion soums or 101.2 percent in relation to the forecast indicators, create about 10 thousand new jobs and provide inflow of revenues to the budget in the amount of 721.9 billion soums, which will amount to 107.8 percent of the approved indicators.
Control over the quality and timely execution of the planned activities will be carried out by the General Prosecutor’s Office on an ongoing basis. On a monthly basis, the implementation of the developed programs will be considered at separate meetings of the Government Commission.
