Tashkent, Uzbekistan (UzDaily.com) -- Today, as a result of the rapid development of modern information technologies, as well as the emergence of the concept of "e-commerce", one of the urgent tasks is to create convenience for users, to promptly meet their needs. With the development of Internet sales services, the demand for services for the delivery of goods to consumers is growing every day.
In the implementation of these tasks, the availability of high-quality and convenient infrastructure as close as possible to the population creates the basis for the further development of such services.
The postal network of the national operator - JSC "Uzbekiston Pochtasi" is the most convenient postal network as close as possible to the population of the republic and has an extensive infrastructure. The provision of a number of services to the population through post offices serves to promptly solve the basic and urgent problems of the population.
In this regard, in order to prevent the spread of the coronavirus (COVID-19) pandemic, which has acquired a global character, with the announcement of quarantine measures in the republic, the national postal operator continues to work as usual and provide uninterrupted postal services to individuals and legal entities.
To date, a number of systemic measures have been implemented to further develop the postal sector.
In the course of the implementation of comprehensive measures provided for by the Work Plan for the development of the activities of Uzbekiston Pochtasi, approved by the Prime Minister of the Republic of Uzbekistan on 24 August 2019, by the end of 2019, financial indicators were stabilized and a net profit of about 200 million soums was obtained.
As a result of planned work carried out since the beginning of 2020 to deepen economic reforms, improve the quality of postal services and strengthen the financial position of branches in the first half of the year, revenue was 34 percent more than the same period last year, net profit amounted to 4.5 billion soums.
As a result of the international postal exchange with 90 foreign countries, services worth US$1.6 million were exported.
To operate in the payment services market, on May 16, 2020, a license was obtained to operate as a payment organization.
A number of measures are being taken to improve the system for delivering mail to recipients, including the practice of transporting mail by postmen of regional and district centers from the central sorting department. At the moment, work is underway to widely introduce this method of mail transportation.
At the same time, in order to create convenience for the population and improve the quality of services, 34 post offices and 43 post offices were reopened, the activities of which were suspended over the past year and a half, more than 430 new jobs were created.
At present, the network of the national postal operator includes 14 regional and 4 specialized offices, 153 post offices, 1,793 offices (including 1,349 post offices in rural areas).
In addition to the work done, a number of urgent tasks for the development of postal services are also being addressed. First of all, the regulatory framework in this area is being revised and appropriate changes are made taking into account the current requirements. In this regard, a new edition of the Law of the Republic of Uzbekistan "On Postal Communication" is being developed.
The draft document highlights the issues of further improving the legislation in the field of postal services, bringing it in line with the requirements of the modern postal services market and decisions of the Congress of the Universal Postal Union, definitions of the status of the national postal operator, its functions and tasks, as well as issues of its stable and effective work are included ...
The draft document also stipulates the implementation of effective public administration in the field of postal services, ensuring the protection of the rights and legitimate interests of consumers, creating a healthy competitive environment in the market, and establishing uniform standards for the quality of services.
In addition, until the end of this year, work is underway to introduce modern services at all postal communication facilities in the republic, including the development of the "hybrid mail" and courier services, the provision of financial and other services, "online" sales and delivery of goods from manufacturers to customers by the end of 2020, as well as the creation of a "National Online Trading Platform" for the export of goods, the introduction of automated self-service complexes (parcel terminals) designed to receive mail from customers until the end of 2022.
The ongoing work on the modernization of the sector will increase the number and quality of services provided by the national postal operator, meet the needs of the population for reliable, convenient and fast mail.
