Meetings of the Committees of the Senate takes place

Tashkent, Uzbekistan (UzDaily.com) -- On 5 August 2020, meetings of the committees of the Senate of Oliy Majlis of Uzbekistan were held. The events were attended by members of the Senate, senior officials of ministries and departments, experts and representatives of the media.
The Senate Committee on Budget and Economic Reforms discussed the laws of the Republic of Uzbekistan "On Employment", "On Amendments and Additions to the Law of the Republic of Uzbekistan" On Private Employment Agencies "and information from the Ministry of Employment and Labor Relations.
It was noted that in the current Law "On Employment of the Population" the norms of direct action are not sufficient, the Law consists of ineffective, outdated norms and rules from the point of view of today’s market relations. In particular, the services provided by the labor authorities are regulated by several by-laws.
The new version of the Law "On Employment of the Population" contributes to the regulation of activities in this direction. It was also noted that the Law will serve as a guide in the implementation of modern professional and labor standards in ensuring employment of the population, regulating and improving mechanisms for remuneration.
Then the focus was on the Law “On Amendments and Addenda to the Law of the Republic of Uzbekistan “On Private Employment Agencies ”.
This Law envisages liability for violation of the requirements of the Law concerning officials of private employment agencies. It was noted that the amendments made to the Law contribute to solving pressing issues of today and increasing the well-being of the people.
In addition, during the meeting, information from the Ministry of Employment and Labor Relations was considered.
It was noted that the Working Group of the Senate studied the state of implementation of the Law of the Republic of Uzbekistan "On Employment of the Population" and decisions, programs and measures aimed at ensuring employment and social protection of the population.
Based on the analysis of the country’s labor market, certain work has been carried out to ensure employment of the population through the development of territorial and sectoral programs, the establishment of a state order for the creation of new jobs and quotas for the employment of socially vulnerable segments of the population.
Senators expressed their opinions on this issue.
During the meeting of the Committee of the Upper House of Parliament on Judicial and Legal Issues and Combating Corruption, the Law of the Republic of Uzbekistan "On Combating Human Trafficking" was first discussed.
It was noted that the new edition of the Law clearly defines the basic concepts and principles of this area, the norms of state regulation, as well as the norms concerning the National Commission, territorial commissions and the National Rapporteur.
It was noted that the adoption of the Law contributes to the guaranteed protection of the rights and legitimate interests of citizens who have become victims of human trafficking, thereby strengthening the image of our country in the international arena.
The Law of the Republic of Uzbekistan "On amendments and additions to some legislative acts of the Republic of Uzbekistan in connection with further improvement of the processes of lawmaking and parliamentary control" was also considered.
The law introduces amendments and additions to a number of legislative acts concerning the activities of the parliament and local Councils.
For example, according to the Law "On Parliamentary Control", the chamber of the Oliy Majlis is entitled to hear only information from members of the government. According to the amendment, the Legislative Chamber and the Senate may at their meetings hear information from members of the government, heads of state bodies, economic management bodies on their activities.
Also during the meeting, the issue of sending a parliamentary inquiry to the Ministry of Internal Affairs and the General Prosecutor’s Office about the state of commission of such crimes as the use of torture and other cruel, inhuman or degrading treatment and punishment was considered.
The Senate Committee on Agrarian, Water Management and Ecology discussed the Law of the Republic of Uzbekistan "On the protection of agricultural plants from pests, diseases and weeds" in a new edition.
It was noted that the norms of the Law need to be improved and reviewed from the point of view of their compliance with other legislative acts and international documents on quarantine and plant protection.
The relevant decisions of the Senate committees were adopted on the issues considered.
