Ensuring equity in the social protection system discussed

Tashkent, Uzbekistan (UzDaily.com) -- On 4 August, a video conference was held under the chairmanship of the President of the Republic of Uzbekistan Shavkat Mirziyoyev on material support for segments of the population in need of social protection and assistance during a pandemic.
The decline in economic activity due to the spread of coronavirus infection could not but affect the living standards of people. In these conditions, the urgent task is to support citizens who have been left without work, who have lost their source of income and found themselves in a difficult situation.
The decree of the President of the Republic of Uzbekistan "On additional measures to provide material support to the strata of the population in need of assistance and social protection during the coronavirus pandemic" from 30 July was an important step in this direction. In accordance with this document, an additional 2 trillion soums were allocated from the budget, which will be directed to support 1.7 million low-income people, 3.7 million pensioners and 500 thousand recipients of social benefits.
In particular, over the past 5 days, needy families received material assistance in the amount of 148 billion soums. In August, it is planned to pay 780 billion soums to 1.7 million people, as well as more than 50 thousand medical workers.
Our compatriots are pleased with the help provided at the necessary hour. However, it is necessary to correctly form the lists of families in need of material assistance, to fairly distribute the allocated funds. Corresponding instructions were given in this regard.
At the meeting, attention was paid to the responsibility of sector leaders and representatives of the makhalla for bringing social payments to the population.
State supervisory authorities have been instructed to establish permanent control over the proper distribution of funds and take measures to prevent violations of the law.
The corresponding measures are defined in the presidential decree signed today "On additional measures to automate the procedures for the provision of state social services and assistance to the population," according to which the Unified Social Register will be introduced in the country.
The system has been tested in Syrdarya region and has shown its effectiveness. By the end of the year, it will be gradually introduced in all regions.
The need for the register is due to the fact that the state is expanding the scale of social assistance. It is expected that by the end of the year, the contingent of recipients of social benefits will reach 1.2 million, and in 2021 - 1.5 million. The unified social register will make it possible to provide all types of social assistance according to the same criteria and one document.
Most importantly, from 1 January 2021, citizens will not have to collect more than 30 types of certificates from 12 departments, as is done now. The provision of 30 types of social assistance and services will be greatly simplified.
At the meeting, it was noted that the list of families in need of material assistance should be drawn up in makhallas in compliance with justice and approved by local councils of people’s deputies.
The importance of strengthening makhalla and public control over the fair distribution of funds, involving representatives of the older generation and activists in providing social assistance was emphasized.
An instruction was given to issue 200 billion soums in a timely manner and without paperwork, allocated to reward 50 thousand emergency workers.
At the video conference, ministers, khokims and sector leaders reported on the work done.
