Tashkent, Uzbekistan (UzDaily.com) -- On 30 July, a meeting of the Defense and Security Committee of the Senate of Oliy Majlis was held in the form of videoconference. During the meeting, the Law of the Republic of Uzbekistan "On amendments and additions to some legislative acts of the Republic of Uzbekistan in connection with the improvement of the procedure for military service by citizens of the Republic of Uzbekistan" was preliminary discussed.
The meeting was attended by members of the Senate, senior officials of relevant ministries and departments, experts, as well as media representatives.
It was noted that this Law was developed in order to ensure the implementation of the decrees of the President of the Republic of Uzbekistan "On approval of the regulation on the procedure for military service by citizens of the Republic of Uzbekistan" and "On improving the system of training reserve and reserve officers in military training units of higher educational institutions of the Republic of Uzbekistan."
The adoption of the Law will make it possible to improve and bring to a unified form the legislative acts on the passage of military service by citizens of the Republic of Uzbekistan, to ensure a uniform interpretation of concepts, terms and names used in this area.
In addition, this will make it possible to bring some articles of the laws "On general military service and military service" and "On service in the reserve of the Armed Forces of the Republic of Uzbekistan" in accordance with the legislation.
It also contributes to the elimination of legal gaps in the legislation based on the requirements of the decrees of the President of the Republic of Uzbekistan "On measures to streamline the mechanism for the development, standardization, approval and manufacture of uniforms of ministries, departments and organizations of the Republic of Uzbekistan" and "On the approval of the provision on the procedure for military service by citizens of the Republic Uzbekistan ".
Also, as part of the agenda of the meeting, with the participation of senators and deputies of local Kengashes, the Law of the Republic of Uzbekistan "On the administrative-territorial structure of the Republic of Uzbekistan" was discussed.
It was noted that this Law, first of all, is notable for the fact that it contributes to the regulation of relations in the sphere of the administrative-territorial structure of the Republic of Uzbekistan.
The adoption of this Law is due to several objective reasons.
Firstly, the current Law "On the Procedure for Resolving Issues of the Administrative-Territorial Structure in the Republic of Uzbekistan" of 1996 cannot ensure the solution of issues of the administrative-territorial structure in the Republic of Uzbekistan on a systematic basis; in the Republic of Uzbekistan.
Secondly, the procedures for state examination of proposals on the issues of administrative-territorial structure in the Republic of Uzbekistan have not been developed and regulated, which, in turn, creates the basis for making decisions that have not been thoroughly analyzed.
Thirdly, the current Law does not specifically define the powers and tasks of public authorities and administration, and also does not provide for norms of direct action.
Fourthly, in the current Law, 15 out of 31 articles have lost their force for various reasons.
It was emphasized that the considered Law differs from the current Law "On the procedure for resolving issues of the administrative-territorial structure in the Republic of Uzbekistan" by several basic norms. For example, it specifically defines the powers and tasks of state bodies when making decisions on issues of territorial structure.
Moreover, mechanisms of state examination of proposals on the issues of the administrative-territorial structure in the Republic of Uzbekistan have been established, and the creation of special commissions on these issues, the organization of their activities is determined on the basis of legal norms.
During the meeting, senators and deputies noted that this Law is of great importance in the legal regulation of issues of the administrative-territorial structure through the norms of direct action.
