Tashkent, Uzbekistan (UzDaily.com) -- On 22 July, a meeting was held in the form of a video conference with the participation of representatives of the Republic of Uzbekistan, the Islamic Republic of Afghanistan and the Islamic Republic of Iran on the development of transport links, the implementation of promising projects of mutual interest.
The Uzbek side was headed by the Minister of Transport Elyor Ganiev, the Afghan side - by the Minister of Transport Yamo Shams, and the Iranian side - by the Minister of Road Development and Urban Development Mohammed Islami.
During the online meeting, the Minister of Transport of the Republic of Uzbekistan Elyor Ganiev separately noted that the current coronavirus pandemic seriously complicates economic relations between the countries, and in such a situation the period itself requires further intensification of cooperation between our countries in the field of transport and the adoption of joint decisions to eliminate existing problems.
It should be noted that at a time when there is a decrease in the volume of freight traffic between other countries, the overall dynamics of freight traffic in the direction of Afghanistan shows a steady growth rate. In particular, in the period from January to June 2020, the volume of rail freight traffic from / to Afghanistan amounted to 2.5 million tons. This is 50.6% more compared to the same period of 2019. That is why the international community is showing great interest in infrastructure projects related to the development of transport corridors in Afghanistan. In this regard, the parties discussed the issue of construction of the Trans-Afghan railway and the effective use of the capabilities of the Iranian port "Chokhbahor" within the transport corridor "North-South".
During the meeting, they also exchanged views on the joint solution of a number of issues related to the further development of the transit potential of the parties, including tariffs, full use of the TIR system of trucks to ensure the safety of cargo transportation, the introduction of an electronic system of TIR trucks and improvement of customs infrastructure at the border. states.
The parties stressed the need to sign an updated international document regulating the solution of existing problems, the creation of favorable conditions for the transportation and transit of goods between countries. In this regard, the Minister of Road Development and Urban Planning of Iran, Mohammad Islami, proposed to create a special working group between the countries and sign a new agreement regulating relations in the field of transport to continue joint projects. The parties agreed to create a tripartite expert council to develop a new document.
During the negotiations, the Uzbek side proposed to create the first autocaravan along the Iran-Afghanistan-Uzbekistan route. The organization of this caravan will provide an opportunity to get an idea of possible problems on the route and take concrete measures to solve them. This proposal was also approved by Afghanistan and Iran.
The Iranian side noted that the creation of a multimodal transport corridor in this direction will give a great impetus to the further development of trade and economic relations between the countries. Muhammad Islami also noted that in 2021 the Iranian side will complete the construction and commissioning of the railway from the port of Chokhbahor to the city of Zahedan, which, in turn, will increase the volume of freight traffic between the countries.
Minister of Transport of Afghanistan Yamo Shams expressed readiness to fully support projects aimed at developing transport and transit links between countries and bringing cooperation in this direction to a new level. He noted that the creation of the first multimodal autocaravan along the Iran-Afghanistan-Uzbekistan route and security issues in this process will be fully provided by the Afghan government.
At the end of the meeting, the parties noted the need to continue work on the development of trilateral cooperation, despite the difficult and difficult situation caused by the coronavirus pandemic, and that there are great opportunities for the development of transport relations between the countries.
