Simplified procedure for importing cement and providing the domestic market with high-quality cement approved

Tashkent, Uzbekistan (UzDaily.com) -- The Cabinet of Ministers adopted a resolution from 23 July 2020 "On measures to simplify the procedure for importing cement and providing the domestic market with high-quality cement."

In accordance with the document, when importing cement products, it will be possible to release it into free circulation within two days, and not 28, as it was before. This is reported by Norma.uz.

The resolution approved:

"Road map" for increasing production volumes and providing the domestic market with high-quality cement;

a scheme for introducing a simplified procedure for importing cement and monitoring its quality in the domestic market.

The document establishes the following procedure:

at the first import of cement into the republic - for certification (determination of compliance with technical requirements), the importer on a voluntary basis submits samples of the batch of cement to the certification body before the goods are delivered to the customs border. At the same time, a certificate is issued within 28 days, then the customs authorities give permission to release the goods for free circulation;

upon re-import of the products of this manufacturer - within 12 months, if there is a certificate for this type of cement, the goods are released into circulation within two days, based on the submission of the decision of the certification body to the "Single Window" of the customs information system. Subsequently, for each batch of cement, in accordance with the cargo customs declaration, periodic laboratory tests of the quality of cement for compliance with technical requirements are carried out, the results of which are presented to the importer.

If the samples of a batch of cement are recognized as non-conforming to the established requirements, within one day, notifications about this in writing are provided:

the importing applicant;

The Ministry of Construction;

State Customs Committee;

The Antimonopoly Committee;

Agency "Uzstandart".

In this case, the importer is instructed to suspend the sale and use of this batch of cement. In addition, within six months, the importer will not be able to use the simplified procedure for the release into free circulation of this product.

To study the quality of cement sold on the domestic market, the Antimonopoly Committee and the Department of the Agency for the Protection of Consumer Rights were instructed to conduct test purchases at retail outlets.

The Uzstandart agency was instructed to submit a draft law to the Cabinet of Ministers within a month, including the application of penalties for:

import of cement that does not meet the requirements of normative documents on technical regulation;

violation of the requirements of the legislation on the protection of consumer rights in the retail sale of cement products on the domestic market.
