Issues of socio-economic development of Andijan region discussed

Tashkent, Uzbekistan (UzDaily.com) -- On 1 July 2020, in the form of video conference, a meeting of the Senate Kengash of the Oliy Majlis was held, which was chaired by the Chairman of the upper house of parliament Tanzila Narbaeva.
The meeting discussed the work on the socio-economic development of Andijan region, solving problems of concern to the population, improving their living conditions. During the event, reports of sector leaders in this direction were also heard.
It was noted that on 24-27 June, the working group of the Senate of the Oliy Majlis selectively studied the Asaka, Jalakuduk, Pakhtabad, Shakhrikhan districts of Andijan region, which are assigned to the leaders of the regional sectors.
During the study, the indicators of the socio-economic development of the region are analyzed. In particular, in the first quarter of 2020, the gross territorial product of the region made up 5 trillion 995.3 billion soums, which compared with the same period of last year, an increase of 6.3%. In the reporting period, capital investments in the amount of 1 trillion 198.8 billion soums were attracted to the economy of the region from all sources of financing., which increased by 0.3% compared to the same period of last year.
Due to the expansion of the export geography of the region, for the first time in 5 states (Italy, Israel, the USA, Mongolia, Bangladesh), exports worth 523 thousand US dollars were carried out.
In order to ensure continuity in export activities, 17 exporting enterprises received loans for working capital in the amount of 121 billion soums. Loan repayment terms of 59 exporters in the amount of 495 billion soums were extended.
In addition, during the period of the coronavirus pandemic, significant work is being done in the region to support families in need, especially to find jobs for the part of the population that has lost their source of income.
So, address lists have been compiled in the context of 64 sectors in order to increase incomes of 40 thousand 725 families of the region, and the provision of their work is under the control of deputies of local Kengashes.
In order to reduce poverty, the initiators created 94 clusters in the region, in particular, 32 clusters for goat breeding, 31 clusters for rabbit breeding, and 31 clusters in the poultry industry.
At the same time, the meeting noted the ineffective organization of the activities of some sectors, especially those managed by the heads of the State Tax Inspectorate. The headquarters of the fourth sector of Asaka district is located in the building of the State Tax Inspectorate of the district, which does not meet the requirements and does not allow members of the headquarters to carry out their activities. Moreover, this situation creates inconvenience for the population.
In the 3-sector of Jalakuduk region, the work on solving the problems raised by the population has not been completed. During a sample study of work to ensure employment in the 4th sector of the Pakhtaabad and Shakhrikhan districts, it was revealed that some of them did not find their confirmation.
During January-May of this year, 1,441 enterprises were resumed in the region, and the activities of 1,308 enterprises were discontinued. In particular, in Izbaskan district, the activity of 38 enterprises was restored, and 113 were discontinued, and in Shakhrikhan district, these figures are 72 and 107, respectively.
The forecast export plan for the region for January-May 2020 has been fully implemented, this indicator in the Ulugnor district has been fulfilled by 47.5%, in Kurgantepa district - by 66.1%, in Markhamat district - by 68.8%. In particular, there was no export at all in the 1st sector of Markhamat district, in the 3rd sector of Bustan district it was 5.5%, in the 3rd sector of the city of Andijan 12.8%, in the 2nd sector of the Jalakuduk district 13.9%.
Although the set forecast plan for the five months of this year as part of the localization program throughout the region was 102.1% completed, work in this direction was 10.9% in Bulakbashi district, 41.2% in Asaka district, and in Khanabad district 45.6%.
In addition, the study also focused on the presence of a number of problems in some medical institutions of the region. In particular, at the Beshtol rural medical station in Jalakuduk district, out of 23 medicines needed for primary health care, only 9 are available. The shelf life of most medicines issued by the regional medical association to the rural medical center expires in July of this year.
In order to socio-economic development of Andijan region, to increase the efficiency of the system to eliminate population problems, strengthen the activities of sector leaders and increase their responsibility, a corresponding resolution of the Senate Kengash of the Oliy Majlis of the Republic of Uzbekistan was adopted.
