Tashkent, Uzbekistan (UzDaily.com) - At the initiative of the Ministry of Justice, starting from 2019, the development and approval of legislative acts by the ministries is carried out through the electronic system (project.gov.uz).
Over the past period, 5874 projects were agreed in electronic form through this system, 5797 of which the Ministry conducted a legal examination.
The introduction of an electronic system in this area has particularly clearly shown its effectiveness during a pandemic.
Today the next stage of the introduction of digital technology in the field of rulemaking has come. On 1 July 2020 for the first time in the history of Uzbekistan, an electronic document was adopted and registered with the Ministry of Justice.
On the basis of this act, approved by the Minister of Health, when prescribing a prescription by medical personnel, patients need to indicate not the trade name of the medicines, but the substances active in their composition. This will give citizens the opportunity to buy medicines with the same composition of their choice and will help prevent possible corruption among medical personnel, illegal agreements between medical personnel and pharmaceutical companies.
The introduction of an electronic system creates a number of amenities and advantages:
- acts will not be submitted to the Ministry of Justice in paper form
- and will not be approved by the seal;
- upon agreement with ministries and departments, an electronic digital signature will be used;
- acts are submitted for public discussion at a time;
- acts are registered without a separate order of the Minister of Justice, by assigning them a unique number and entering them into the electronic state register;
- registered acts are automatically published in the National Database of Legislation (www.lex.uz).
In a word, the transition to an electronic system for the development, approval and state registration of acts is one of the most important steps taken in the “Year of the Development of Science, Education and the Digital Economy” and will serve to expand paperless workflow between government bodies and organizations, reduce bureaucracy, and introduce digital technologies in this area, as well as ensuring a transparent and expeditious process of adoption of normative acts.
