Tashkent, Uzbekistan (UzDaily.com) - The Ministry of Finance is constantly monitoring the calculation of incentive payments to medical personnel of healthcare institutions and other organizations where patients with coronavirus are treated or where citizens are quarantined. Payments are made from the funds of the Anti-Crisis Fund under the Ministry.
During an audit on 15-18 May, the Department of State Financial Control of the Ministry of Finance revealed a delay in making appropriate payments in the amount of 19.6 billion soums to 932 employees of 32 medical institutions. In particular, by the day of the inspection, 864 doctors were not accrued and paid stimulus payments in the amount of 19.6 billion soums. The reason is that hospitals, territorial health departments and centers for sanitary and epidemiological welfare did not timely submit the necessary applications to the financial authorities with lists of employees.
For example, the Kashkadarya regional infectious diseases hospital did not submit an application for payments. Because of which, 21 physicians did not receive incentive payments in the amount of 373.6 million soums for the second 14 days of work. Measures to eliminate this problem have been implemented and payments made.
The Samarkand Regional Infectious Diseases Clinical Hospital sent an application for the allocation of payments to doctors, but the regional health department did not approve the list of these employees and did not file an application with the regional main financial department. As a result, 1.2 billion soums were not paid on time to 61 specialists.
Nine healthcare institutions submitted applications to the Center for Sanitary and Epidemiological Well-Being of the Khorezm Region, but the center’s employees did not approve the list and did not submit it to the main financial department of the region. As a result, local doctors lost 1.7 billion soums in a timely manner.
Responsible persons of the Andijan Regional Infectious Diseases Hospital did not present time sheets about the days worked by doctors attracted from other institutions, and therefore, 80 specialists were left without payments worth 1 billion 711.7 million soums.
It was also revealed that the doctors of 5 medical institutions in Tashkent were delayed in the timely payment of 4 billion 767.5 million soums of stimulating funds.
The violations identified during inspections were eliminated, and full payment of funds to medical personnel was ensured. 19.6 billion soums were paid to 936 medical workers.
At the same time, it became known about cases in which the list of specialists who are entitled to incentive payments, without any reason, included employees who did not work with citizens who were treated for coronavirus or were in quarantine. They also made payments. Unreasonable and excessive payments in the established order are deducted from the financing parameters. Measures are being taken to recover the indicated amounts.
As of 26 May 2020, the total amount of payments to medical personnel amounted to 142.9 billion soums.
