Tashkent, Uzbekistan (UzDaily.com) - The head of state of Uzbekistan Shavkat Mirziyoyev outlined the priorities for the priority development of the areas indicated in 2020:
“In particular, in the coming year, we must bring the level of enrollment of children in preschool education to 60 percent. For this purpose, 2 trillion soums will be allocated from the budget. For the first time in our country, a system of preparing children for school from the age of 6 will be introduced. 130 billion soums are allocated from the budget for these purposes. Private preschool educational institutions will also participate in this process.
In 2020, due to 1.7 trillion soums of budgetary appropriations, 36 new schools will be erected, 216 schools will be overhauled. It is also envisaged to create 55 private schools, bringing their total number to 141.
We will introduce a system of progressive remuneration for teachers with great pedagogical skills and relevant qualifications who have achieved specific results in their work.
It is necessary to improve school curricula based on international best practices, revise the teaching load and the subjects studied, bring them into line with international standards, and improve the quality of textbooks and educational literature.
To prepare for the upcoming introduction in 2021 of the international system of school education assessment in Uzbekistan, 348 basic schools will be identified, and more than 6 thousand teachers will be retreained.
Starting from the current academic year, a completely new system of vocational education has been introduced, 340 vocational schools, 147 colleges and 143 technical schools will be organized.
In order to ensure that staff qualifications meet the requirements of the international labor market, we need to develop a National Qualifications System, which will allow us to train personnel in almost 9 thousand specialties.
We are obliged to create all conditions for our youth, which strives for higher education, self-improvement, wants to connect their lives with science. Therefore, we will bring the enrollment of high school graduates to at least 25 percent in 2020 and up to 50-60 percent in the future.
It should be noted that the increase in enrollment in higher education should not be achieved through paid-contracted education.
How do you look at us to double the share of state grants for entering universities?
Separate grants for girls will be allocated. The Women’s Committee should develop criteria for selecting candidates for training based on such grants.
It is necessary to optimize entrance exams to higher educational institutions, to pay special attention to simplifying the conditions for admission, and providing universities with really needed knowledge.
So, it is necessary to create a national test system for assessing knowledge of the mother tongue. At the same time, the student will have the opportunity to take this exam at any time and receive a certificate, as a result there will be no need to re-pass tests in their native language upon admission to the university.
Based on foreign experience, higher education standards will be improved, its directions and the structure of the studied disciplines will be reviewed. The number of disciplines not related to the acquired specialty will be halved.
We must move on to a credit-modular system in higher education. Starting this year, a 6-year period of study has been defined for 6 areas of teacher education. Such changes will be implemented in other directions.
Higher educational institutions will be gradually provided with academic and financial independence. This year 10 universities will transfer to self-financing.
In addition, on a competitive basis, we will identify at least 5 universities and, together with leading foreign universities, we will begin their transformation.
We have to determine specific priorities in the field of science.
Not a single state is capable of developing all branches of science at the same time. Therefore, every year we will pay attention to the development of several important areas.
This year, measures will be taken to broadly develop basic and applied research in such fields as mathematics, chemistry and biology, geology, and all conditions have been created for scientists. It is also necessary to radically revise the mechanism for providing targeted grants for basic and innovative research.
It is necessary to form an electronic platform of scientific achievements, a base of domestic and foreign scientific developments.
Each higher educational and research institution needs to establish cooperation with leading foreign universities and research centers.
This year, over 700 scholars and teachers will be sent abroad to conduct research and advanced training through the El-Yurt Umidi Foundation.
In the future, we need to increase the number of grants by 2 times and expand research areas.
In 2020, we must take a radical turn in the development of the digital economy. First of all, it is necessary to fully digitalize the spheres of construction, energy, agriculture and water management, transport, geology, healthcare, education, cadastral and archival affairs.
At the same time, the e-government system, the programs and projects implemented within its framework should be critically reviewed, and all organizational and institutional issues should be comprehensively addressed.
Currently, an “IT-park” with modern infrastructure is being created in Tashkent. We already see the first results of his work. Such "IT-parks" will also be organized in Nukus, Bukhara, Namangan, Samarkand, Gulistan and Urgench.
In order to train highly qualified specialists in the field of information technology, the project “1 million programmers” was launched together with our foreign partners.
Modern information technologies must be introduced at all stages of the education system.
Considering that last year work was completed on connecting all cities and regional centers to high-speed Internet networks, we should provide all villages and mahallas with this opportunity in the next 2 years. Today, more than 7 thousand healthcare institutions, preschool and school education have high-speed Internet access, and in 2 years their number will increase by another 12 thousand.
Given all these tasks, we need to complete the development of the Digital Uzbekistan - 2030 program within two months. In the future, to coordinate this work on a systematic basis, individual posts of the Deputy Prime Minister, deputy heads of ministries and departments, and khokims in the field will be introduced.
It is advisable for Parliament to regularly hear reports from the Government, industry and regional leaders on ongoing work to develop science, education and the digital economy. ”
