Tashkent, Uzbekistan (UzDaily.com) - President Shavkat Mirziyoyev in his Address to the Oliy Majlis noted the significant results achieved thanks to the dedicated work of our people in 2019 - in the Year of Active Investment and Social Development:
“Thanks to the dedicated work of our people, we achieved significant results in 2019 - in the Year of active investment and social development. Along with positive changes in many areas, the influx of investment has increased significantly. Foreign direct investment made up US$4.2 billion, which - pay attention - US$3.1 billion, or 3.7 times, more than in 2018. The share of investments in gross domestic product reached 37 percent.
For the first time, our country received an international credit rating and successfully placed US$1 billion worth of bonds on the global financial market.
For the first time in 10 years, Uzbekistan’s position in the credit risk rating of the Organization for Economic Cooperation and Development has improved.
Deep structural transformations have begun in the energy sector, the oil and gas industry, geology, transport, road construction, agriculture and water management, drinking water supply, heat supply and a number of other industries.
In 12 leading industries, modernization and competitiveness programs are being implemented. As a result, last year the economic growth rate amounted to 5.6 percent. Industrial production increased by 6.6 percent, exports - by 28 percent. Gold and foreign exchange reserves increased by US$2.2 billion and reached US$28.6 billion.
In agriculture, measures are being taken to increase the interest of farmers and dekhkans, introduce advanced technologies and switch to a cluster system. Work in this direction continues.
We are working hard for the broad development of entrepreneurship and the creation of new opportunities for this purpose. During the implementation of the program “Every Family is an Entrepreneur”, loans totaling 5.9 trillion soums were allocated to start-up families.
Under the new tax policy, the tax burden on wages has been reduced by almost 1.5 times. As a result, the number of employees in the official sector of the economy increased during the year by 500 thousand.
The value added tax rate has been reduced from 20 to 15 percent. Due to this, last year, 2 trillion soums remained at the disposal of taxpayers. This year, this figure is expected to reach 11 trillion soums.
The fact that so much money is left at the disposal of entrepreneurs in one year opens up enormous additional opportunities for the development of their business.
As a result of reforms last year, 93 thousand new business entities were created, which is almost 2 times more than in 2018.
In the Doing Business ranking of the World Bank, we went up 7 positions, took 8th place among 190 countries in terms of business registration and entered the list of the best reformer countries.
We have introduced a visa-free regime for citizens of 86 states and a simplified visa regime for citizens of 57 states. In particular, thanks to this, last year our country was visited by 6.7 million foreign tourists - by 4.7 million, or 3.3 times more than in 2016.
In 2019, 5,722 state, private and family kindergartens were organized. Due to this, only within one year the coverage of children with preschool education increased from 38 to 52 percent.
Educational institutions of a completely new type began to operate - 4 Presidential and 3 Creative schools. Along with this, 19 new higher education institutions were created, including 9 branches of well-known foreign universities. In cooperation with leading foreign universities, training has been organized for 141 joint educational programs. In 2019, 146,500 students were admitted to universities in Uzbekistan, which is 2 times more than in 2016.
The procedure for the full payment of pensions to working pensioners has been introduced. The amount of benefits to vulnerable and low-income groups of people in need of social support was doubled.
In the healthcare system, along with state medical institutions, the private sector is also developing rapidly. As a result of the expansion of medical activities from 50 to 126 species and the provision of a number of benefits, 634 private medical institutions were created last year.
Within the framework of the “Obod Qishloq” and “Obod Mahalla” programs, large-scale work on the construction and improvement in 479 villages and auls, as well as 116 city mahallas, was carried out. 6.1 trillion soums were directed to this - 1.5 trillion soums more than in 2018.
The total number of affordable and comfortable housing built - individual houses and apartments in high-rise buildings - totaled 34,700, including 17,100 in the village and 17,600 in the cities, which is almost 3 times more than in 2016.
More than 116 billion soums were allocated to five thousand low-income families and families in need of better housing conditions, including women with disabilities, to pay down payments for the purchase of housing on mortgages.
The reforms we are implementing receive a worthy assessment by the international community. In particular, one of the most respected publications in the world - the journal “Economist” recognized Uzbekistan as “Country of the Year”, the state where reforms in 2019 were carried out at the fastest pace.
