Tashkent, Uzbekistan (UzDaily.com) - On 6 November 2019, in the Senate, a meeting of the Chairman of the Senate of the Oliy Majlis of the Republic of Uzbekistan Tanzili Narbaeva with a delegation of representatives of ministries and departments of Malaysia was held. The purpose of the meeting is to familiarize with the experience of Uzbekistan in the elimination of child and forced labor in the cotton sector.
The Chairman of the Senate, Oliy Majlis, thanked the members of the delegation for their genuine interest in the experience of Uzbekistan in this area. In turn, members of the delegation emphasized that the world community, including Malaysia, considers Uzbekistan a good example for solving the problem of forced and child labor. The delegation of Malaysia is interested in studying the policies and strategies developed by the Republic of Uzbekistan at the sectoral and national levels, mechanisms for cooperation with stakeholders, as well as monitoring tools. This will help relevant Malaysian structures to develop and implement action plans for the elimination of child and forced labor.
During the meeting, members of the delegation were given detailed information about the work carried out in Uzbekistan to eradicate child and forced labor. The meeting emphasized that the issue of eradicating child and forced labor in recent years has been in the zone of special attention of the Government of Uzbekistan. Our country has ratified the ILO conventions in this area, a set of measures is being implemented to ensure decent employment. A number of laws and regulations governing labor issues have been adopted. Over the past two years, 10 decisions of the President and the Government of the Republic of Uzbekistan on the prevention of forced labor have been adopted.
The consistent work carried out by Uzbekistan in this direction was positively evaluated by international experts. On March 25, 2019, the U.S. Department of Labor made a final decision to remove Uzbek cotton from the Executive Order list of the presidential act prohibiting US government purchases of goods made using child and forced labor. This decision was made on the basis of an analysis of the proposals of various parties, including the views of human rights organizations. In addition, the US State Department improved the position of Uzbekistan in the US Annual Report on the situation of trafficking in persons.
Today, Uzbekistan is engaged in a decisive and uncompromising struggle against the manifestations of forced labor. The country runs the ILO project "Third-party monitoring of child and forced labor in Uzbekistan." Representatives of civil society and all the media are actively involved in this work.
This year, according to the relevant Decree of the President of the Republic of Uzbekistan, a National Commission to Combat Trafficking in Persons and Forced Labor was created, headed by the Chairman of the Senate of the Oliy Majlis of the Republic of Uzbekistan, and the institution of a National Rapporteur was established. Also the most important achievements in 2019 in this area were the adoption of the Strategy for the Development of Agriculture for 2020-2030.
The meeting also addressed issues of increasing the legal literacy of the population in the field of labor relations, the introduction of market mechanisms in the field of agriculture, strengthening the regulatory framework for the protection of labor rights of citizens.
