Tashkent, Uzbekistan (UzDaily.com) – On 27 August 2019, the first certificates for the participation in a compulsory one-year preparation for the Mirzo-Ulugbek children’s school for children took place. The ceremony was attended by the head of the main department of the Preschool Education Ministry (PEM) Shakhnoza Mirziyoyev and the khokim of the Mirzo-Ulugbek district Shavkatbek Irgashev.
The project on compulsory one-year preparation of children for school was launched in accordance with the resolution of the Cabinet of Ministers of the Republic of Uzbekistan No. 999 of December 8, 2018 "On measures for the phased transition to compulsory one-year preparation for primary education."
The pilot phase covered 11 thousand children in the Republic of Karakalpakstan, Ferghana region and Tashkent. The program is intended for children who do not attend preschool. Education for children attending pre-school education is carried out as part of the Ilk Kadam curriculum and does not require compulsory one-year preparation for school.
Agrippina Shin, Minister of Preschool Education of Uzbekistan, said: “In December 2018, the Ministry of Preschool Education launched a project on the mandatory preparation of children for school. Today we present the first course certificates. The feedback we received from parents whose children got into the pilot project was extremely positive. I want to once again note that one-year preparation for school is not a study in the classical sense of the word. Teachers in a playful way familiarize the pupils with colors, notes, objects and phenomena of the surrounding world. Entering the first class, the child will know the name of rain or hail, he will be able to distinguish a bus from a car, vegetables from fruits. At this age, the children’s brain is mobile and inquisitive, it is necessary to constantly give him food, to develop. The learning process is built interestingly, creatively, taking into account age-related characteristics. ”
Upon completion of the pilot phase, the PEM begins to introduce one-year preparation for school throughout the republic. In accordance with the Concept of development of the system of preschool education, the coverage of preschool education for children of 6 years of age should be 85.2% in 2020 and 100% in 2021. In Tashkent, this figure is planned to be brought to 100% by the end of this year.
“Now recruiting for school preparation groups is being done by courtyard. However, parents themselves can apply to regional preschool education department and get a place in the preparatory group. Let me remind you that pre-school education at state-run kindergartens is free - children are provided with educational games and toys, and fiction. The program is designed for 15 hours of classes per week, that is, every day the children study for 3 hours. For parents who do not want to send their children to state-run pre-school institutions, we have provided for the possibility of preparing for school in private preschool organizations and training centers. The only condition is that the non-state structure receives a certificate for the provision of such services from the PEM. At the same time, the cost of the course is determined by a private organization on its own,” Janna Pak, the head of the main department of preschool education in Tashkent, said.
In the future, the availability of a state-certified certificate will become a prerequisite for admission to first grades. So far, this issue is being worked out by specialists of the Ministry of Preschool Education and the Ministry of Public Education of the Republic of Uzbekistan.
