Tashkent, Uzbekistan (UzDaily.com) -- On 9 August 2019, a meeting of the working group of the Senate Committee of the Oliy Majlis of the Republic of Uzbekistan on issues of science, education and health was held at the Tashkent Financial Institute, dedicated to the discussion of the Law of the Republic of Uzbekistan “On Science and Scientific Activities”, adopted by the Legislative Chamber on 22 July 2019.
The meeting was attended by members of the Committee, heads of ministries and departments, academic councils of higher educational institutions, professors and teachers of universities, as well as representatives of the media.
It should be noted that in recent years, the head of state has given special attention to the field of science, targeted measures are being taken to train highly qualified personnel in the republic, develop innovative scientific activities, strengthen the potential of higher education and science, attract talented young people to research activities.
It was noted that today, along with natural and labor resources, the basis of the effectiveness of the national economy is the scientific and technical potential of the country. Raising the country's socio-economic life to a qualitatively new level further determines the importance of scientific activity. For this reason, in our country, great attention is paid to the comprehensive support of the scientific sphere, the realization of the capabilities of potential personnel. In particular, 26476 professors and teachers work in higher educational institutions of the republic, 9636 of which have academic degrees. Only in 2018-2019, 1382 researchers defended their dissertations. However, the presence of shortcomings and problems in the sphere, first of all, necessitates the updating and strengthening of its legislative base. The Law of the Republic of Uzbekistan “On science and scientific activity” should be the most important step in this direction.
The members of the working group emphasized that the purpose of the Law is to regulate relations in the field of science and scientific activity. The document fixes the basic principles of the sphere’s activities such as free scientific creativity, efficiency, interest and stimulation, objective scientific examination, and not harming human life and health. Also, the main areas of the sphere are marked by such goals as achieving competitiveness and efficiency of the national economy through the development of science and research, identifying its priority areas and targeting resources, developing state scientific programs, supporting sound initiatives and projects. In addition, the Law gives special emphasis to such areas of the sphere of science and scientific activity as supporting public-private partnerships, creating an environment of aspiration for science and its attractiveness, attracting young people to scientific activity, and training young talents.
Scientists, specialists and expert lawyers paid special attention to bringing the Law in line with the Concept for the improvement of standard-setting activities, approved by the Decree of the President of the Republic of Uzbekistan from 8 August 2018.
The law is examined from the point of view of the availability of reference norms, the degree of its compliance with the requirements of the law of direct action. Based on this, the participants in the event expressed their views on the need for a thorough study of this Law.
